Organization Background
The Sudano-Sahel Region presents unparalleled opportunities for WCS to play a direct role in saving some of the last remaining intact wildernesses on the planet and to contribute significantly to the security of people and wildlife. The savannas, forests, and wetlands of the region support key populations of elephant, northern giraffe, lion, and eland. Communities also depend on the land for their livelihoods through pastoralism, agriculture, fishing, and hunting. WCS has a significant presence in the Sudano-Sahel Region, with a strong conservation history and proven success in protected area management. WCS currently has conservation initiatives in Chad, the Central African Republic (CAR), Nigeria, and Cameroon. Specifically, we have significant existing protected area commitments in the north of the Central African Republic and are developing new protected area initiatives in Chad as well as supporting a transboundary program portfolio across CAR, Chad and Cameroon. We work actively to support protected area management and wildlife law enforcement, local livelihood development and support, development of conservation-security partnerships, enhancement of counter-wildlife trafficking activities, and national implementation of policy and scientific programs.

Job Summary
The Wildlife Conservation Society is seeking a highly experienced Regional Logistics and Field Operations Manager (LFOM) to be based out of our Africa hub in Kigali. The LFOM oversees the effective management of all logistics, supply chain, infrastructure and transportation needs across the different country programs of the Sudano Sahel Region (Cameroon, Nigeria, Chad and the Central African Republic).

Reporting to the Regional Director, the LFOM provides technical leadership to the country programs, drives operational efficiency and optimises quality and costs. S/he ensures compliance with WCS, donor and country policies and (safety) regulations and that country programs, as well as the region, have clearly established performance plans and indicators. The LFOM is moreover responsible for the effective coordination and management of all regional and/or international logistics and procurement needs. This position manages the Regional Infrastructure Manager, and benefits from cross-regional support and coordination with other regional programs co-locatedat our Africa hub.

Major Responsibilities

  1. Strategic Leadership & Operational Optimisation

  • Systems Harmonisation: Establish and harmonise policies, tools, and systems across the supply chain, logistics, transportation, and infrastructure for all country programs.
  • Efficiency Planning: Drive operational excellence to achieve optimal efficiency, quality, and cost-effectiveness in all regional functions.
  • Program Integration: Collaborate with program and finance teams to formulate and track procurement plans and broader logistical needs.
  • Strategic Participation: Actively participate in regional program management and strategy meetings.
  1. Regional & International Procurement

  • Global Coordination: Lead regional procurement and distribution strategies, managing international purchase orders and liaison with Global Purchasing and third-party shipping services.
  • Vendor Management: Support field sites in developing local vendor relationships and maintain a specialized database for conservation equipment.
  • Tender Oversight: Support country programs in preparing bid documents and evaluating bids according to WCS policies.
  • Execution & Tracking: Manage backorders, expedite shipments, and provide real-time updates to relevant stakeholders.
  1. Infrastructure & Field Support

  • Regional Management: Directly oversee the Regional Civil Engineer and manage logistics requests for the regional office.
  • Technical Guidance: Provide leadership to country teams and fill temporary gaps in field sites during acute operational needs.
  • Safeguarding: Implement the Environmental and Social Safeguarding framework, focusing on transparent construction and procurement procedures.
  1. Compliance, Audit, & Reporting

  • Regulatory Oversight: Ensure all logistics actions comply with WCS, donor, and local legislation, including vendor due diligence and software licensing.
  • Audit Readiness: Work with Finance and Compliance focal points to manage internal controls and address audit recommendations.
  • Monitoring & Verification: Oversee standard reporting for field offices and conduct regular spot checks and physical verifications to address operational weaknesses.
  1. Capacity Building & Ethics

  • Team Development: Hire, mentor, and train staff, ensuring clear annual performance objectives and professional development plans.
  • Technical Training: Provide ongoing training to country teams on logistics tools and systems to ensure adequate planning and reporting.
  • Ethical Leadership: Uphold the WCS Code of Conduct, ensuring a culture of compliance, transparency, and social inclusion.

Qualification Requirements

Minimum Requirements and Job Skills (Required):

  • Education: University degree in logistics, supply chain management, or related field.
  • Experience: Proven experience as a logistics manager, with demonstrated expertise in managing teams and field operations.
  • Technical Proficiency: Proficiency in supply chain management software (e.g., SAP, ERP systems) and data analysis tools.
  • Leadership: Strong team management, communication, and negotiation skills.
  • Compliance Knowledge: In-depth knowledge of local and international logistics, transportation laws, and safety regulations.
  • Operational Agility: Proven experience in field operations, troubleshooting, and systems planning in challenging environments.
  • Language: Fluency in both English and French is required.
  • Mobility: Ability and willingness to travel regularly to remote field sites.

  • Strategic Thinking: Exceptional problem-solving, team building, and communications skills.
  • Resilience: Strong demonstration of leadership skills in challenging environments without existing structured logistics systems in place.
  • Regional Expertise: Professional experience in Africa, particularly within the Sudano-Sahel region.
