Reports to: Country Director-WCS Mozambique
Positions Managed: M&E and Data Monitoring team, any other WCS staff identified by Program Leadership.
Location: Maputo, with travel to the field offices

Job Purpose:
This position provides overall assistance to all WCS Mozambique programs, including the Niassa Special Reserve (NSR) and the Marine Program, as well as any other ongoing or planned program activities in Mozambique, including through the management of donor-funded projects and WCS assets, for achieving biodiversity conservation through the following specific objectives:
  • Support sustainable financing of the NSR and Marine Programs through fundraising.
  • Improve project planning, implementation performance and reporting.
  • Support strategic planning and governance to increase wildlife populations, reduce threats to wildlife and other natural resources, and ensure positive impact for local communities.
  • Support the NSR co-management partnership, as well as the collaboration between the Marine Program and the government of Mozambique, by building a common vision for the WCS Mozambique program, integrated funding and consolidated management.
The position strengthens WCS Mozambique’s positioning with donors and partners, leads the development and management of donor-funded projects in line with WCS’s global, regional and Mozambique program strategy, and ensures effective grant management across the NSR, the Marine Program, and other initiatives. The role ensures smooth coordination within WCS Mozambique and supports collaboration with government and co-management partners to advance conservation goals.

Major Responsibilities:
Strategy Development
  • Contribute to the development of a Mozambique program strategy in alignment with WCS global/regional strategy.
  • Assist the Country Director in identifying strategic opportunities for consolidating and expanding WCS’s work in the country.
External Relations
  • In coordination with the regional/global office, maintain active and regular working relationships with donors and act as the point of contact for all donor communication, including the coordination of donor visits in the field.
  • Maintain active and regular working relationships with other NGOs, UN agencies, clusters, working groups, consortia and academia.
  • Ensure the establishment and regular update of a directory of donors, international and local NGOs, other partners and stakeholders.
  • Lead the reporting to national and local authorities as required by WCS registration/legal status in the country.
  • When required, represent WCS in key clusters, working groups and (I)NGO coordination bodies.
Fundraising and Proposal Development
  • Identify funding opportunities.
  • Identify new donors for diversifying the WCS donor portfolio, including private companies and private foundations.
  • Contribute to the identification of potential relevant international and/or local partners (private sector partners, national and international NGOs, think tanks, academia, etc.) to be included in proposals.
  • Oversee the development of fundraising documents (expressions of interest, concept notes, proposals) in line with the WCS country strategy, donor requirements and in close coordination with finance and the regional office.
  • Liaise with Technical Teams to ensure that proposals are relevant and technically sound.
  • Ensure that learning from previous projects (e.g. lessons learned and best practices) is incorporated into new proposals.
Contracting
  • Support the Country Director and regional/global program teams in negotiating proposals and/or contracts with donors.
  • Address promptly all comments by donors on proposals in liaison with relevant staff in the country and the regional office;
  • Review all contracts before signature, seeking approval from the regional/global office.
Project Implementation
  • Ensure project kick-off and close-out meetings are conducted for each project.
  • Work closely with NSR and Marine Program leadership to develop project and annual workplans and budgets and to identify funding gaps.
  • Oversee the development of quality narrative reports, reflecting the progress and status of projects in a transparent, timely and professional manner, in coordination with the technical teams, which will contribute to successful project implementation and accurate spending.
  • Liaise with the finance and grants management team when preparing reports to ensure greater coherence between financial and narrative reports by cross-checking the matching of data.
  • Support NSR and Marine Program coordinators/managers to monitor progress, adapt plans and achieve quarterly, annual, and strategic goals.
  • Ensure Country Program and site teams understand and comply with donor, WCS, and ANAC policies and procedures for the management, expenditure, and reporting of grant funds; act as a knowledge base for all NSR and Marine Program funding streams.
  • Oversee a team of M&E staff, data managers, subgrantees, and project consultants responsible for donor and partner reporting.
  • Ensured ad hoc requests from donors are addressed in liaison with the Country Director, program and support teams;
  • Develop an extensive understanding of NSR and Marine Program operations, personnel, partners, and strategy to support all aspects of program growth.
  • Liaise with partners to develop and sign relevant agreements in close coordination with the regional office.
  • Ensure partners report to WCS in a timely and qualitative manner as per the requirements of the grant agreements.
File Management and Internal Coordination
  • Maintain online filing system of all grant documents and manage projects, deadlines, and deliverables through online collaborative software.
  • Facilitate weekly and monthly meetings with different departments and teams to ensure internal coordination, follow-up and adaptation.
  • Organise Budget Follow-Up meetings to align programming workplans and budgets; address implementation challenges and ensure accurate financial management.
  • Report overall progress to the Country Director and regional office and ensure regular communication to stay up to date on WCS-wide policies and procedures, fundraising strategy and program management tools.

Capacity Building
  • Support the NSR Program, Marine Program and Human Resources department to identify capacity gaps and training needs assessments, develop terms of reference, and support in the recruitment processes.;
  • Work with NSR Administration and Marine Program counterparts to implement mentorship and on-the-job training as it relates to project development, management, and reporting.

Other Duties
  • Carry out any other duties as may be assigned from time to time.

Qualification Requirements

  • At least 8 years of experience in conservation programs and/or large-scale project management, ideally in Africa or Mozambique.
  • Master's Level education in relevant fields such as International Relations, Development, Political Sciences or a similar field.
  • Proven ability to lead teams, set objectives, motivate staff, and deliver results on time.
  • Skilled at building consensus and maintaining strong relationships with conservation partners, donors and other stakeholders.
  • Experience in proposal development, managing multi-donor portfolio, and preparing high-quality performance/technical reports.
  • Experience in project management, government and non-government contracting and grant making, government and legislative relations, and grant management.
  • Excellent presentation and written/oral communication skills in English and Portuguese;
  • Knowledge or demonstrated interest in current trends in conservation and natural resource conservation in Africa and Mozambique.
  • Proficiency in MS Office (Word, Excel and PowerPoint), experience with project management tools such as Asana, and experience working collaboratively online.
  • Strong ability to manage and improve a cloud-based database, ensuring donor documentation is current, filing systems are standardised, and data is integrated with tools such as KoboToolbox and Power BI for accurate reporting.
  • Highly organised, detail-oriented, able to prioritise multiple tasks; flexible, optimistic, self-motivated and committed to excellence.
  • Experience working effectively in multi-cultural environments and engaging respectfully with local communities.
