Job Summary: Under the direction of the Professionalized Services Manager (PSM) and in coordination with the Country Director, the Professionalized Services (PS) Officer will support the development, implementation, and continuous improvement of professionalized water services in Mangochi and Zomba. The role is focused on strengthening the long-term sustainability, reliability, and impact of safe water projects by operationalizing Water Mission's sustainability strategies. A key area of responsibility will be supporting the Rural Water Cooperative (RWC) and other professionalized service initiatives designed to ensure reliable water service delivery, strengthen community engagement, and improve the financial and operational sustainability of safe water systems.The PS Officer will support the management and strengthening of the RWC, helping ensure that safe water systems are operated and maintained in accordance with Water Mission's values, standards, and service expectations. The role will also contribute to maximizing system UPTIME, strengthening revenue and utility management systems, and ensuring compliance with Carbon Credit monitoring and reporting requirements.The position is based in Mangochi and requires regular travel to communities and other locations where Water Mission safe water projects are implemented. Success in this role will be measured by the sustainability and reliability of safe water projects, achievement of impact targets, operational performance, and return on investment (ROI).Our culture: meetings.Lead and participate in biblically based staff devotions.Demonstrate Water Mission's values and standards through professional conduct and service. 1.2 Professionalized Services Responsibilities Assess existing WASH service delivery models, with particular emphasis on the Rural Water Cooperative (RWC), and identify opportunities to improve operational and financial sustainability.Support the implementation of strategies to maximize water system UPTIME, reliability, and service quality.Ensure that relevant Carbon Credit monitoring, data collection, and reporting requirements are met.Facilitate effective coordination between the RWC and Water Mission teams to promote timely information sharing, problem-solving, and operational support.Support the operationalization and effective use of the mWater management system, customized to meet the needs of the country program.Contribute to the development and implementation of innovative professionalized service models appropriate to the country context.Support the establishment and strengthening of governance structures, policies, procedures, and regulations for effective and sustainable water utility management.Participate in capacity-building initiatives and training workshops to strengthen water utility management, operations, and maintenance.Monitor and analyze key performance indicators (KPIs) related to system performance, revenue generation, service reliability, financial sustainability, and overall program effectiveness.Identify operational and financial performance gaps and recommend practical corrective actions.Prepare high-quality reports, presentations, and other documentation highlighting project performance, outcomes, lessons learned, and best practices.Build and maintain effective working relationships with key stakeholders, including District Water Development Offices, NGOs, communities, government authorities, and other development partners.Support the recruitment, development, and management of critical operational capacity, including water system operators and professionalized services personnel.Provide technical support in assessing and improving the performance of existing water supply systems.Promote innovation and continuous improvement to enhance the sustainability, efficiency, and impact of Water Mission's safe water services. 1.3 Other Responsibilities Perform other duties and responsibilities as assigned by the Professionalized Services Manager or other authorized Water Mission leadership. 2.0 Qualifications, Skills, and Experience2.1 Relationship and Alignment A personal and growing relationship with Jesus Christ.Alignment with Water Mission's Statement of Faith and commitment to its mission, vision, and values. 2.2 Education and Experience Bachelor’s degree in water resources engineering and management, Civil Engineering, Environmental Engineering, or another relevant field.Minimum of four (4) years of relevant experience in the WASH sector.Demonstrated experience supporting the implementation and sustainability of WASH projects in dynamic and challenging environments.Experience in water utility management, rural water supply systems, or professionalized water service delivery is an advantage.Experience working with government institutions, communities, NGOs, and other WASH-sector stakeholders is desirable. 2.3 Skills and Abilities Practical knowledge and experience using EPANET to design, assess, and review hydraulic systems for existing water supply schemes.Strong analytical and problem-solving skills, with the ability to interpret financial data, operational metrics, system performance data, and relevant trends.Ability to monitor and interpret KPIs and translate findings into practical recommendations for improved service delivery.Strong understanding of sustainable WASH service delivery and water utility management.Excellent communication, negotiation, interpersonal, and stakeholder-management skills.Strong report-writing, documentation, and presentation skills.Commitment to promoting sustainability, innovation, accountability, and continuous improvement within the WASH sector.Proficiency in Microsoft Excel, Word, PowerPoint, and similar applications.Ability to work effectively both independently and as part of a multidisciplinary team.Willingness and ability to travel regularly to project locations.Possession of a valid Class B driver's license.Ability to drive a 4x4 manual-transmission vehicle.
