The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Headquartered in Nairobi, Kenya, UNEP has a network of six regional offices and five sub regional offices facilitating the relevant regional processes and coordinating coherent delivery of UNEP's programme targeting the causes of climate change, biodiversity loss and pollution through seven interlinked sub-programmes for action that include: Climate Action, Chemicals and Pollution Action, Nature Action, Science Policy, Environmental Governance, Finance and Economic Transformations and Digital Transformations. The Africa Office supports environmental governance institutions and processes and engages a broad range of partners from the governmental, non-governmental, academic, and private partnerships around multilateral environmental agreements and sustainability programs and projects in response to national, sub regional and regional needs and priorities and in line with the UN Development System reform. The West Africa Sub Regional Office was established in March 2015 in the realm of the Regional Office for Africa (Africa Office) to strengthen UNEP's strategic regional presence and relevance through the effective response to countries' priorities and support to the implementation of UNEP's programmes and projects in West Africa, in cooperation with governments, UN agencies and other technical and operational partners in the sub-region. The core functions include Political engagement and analysis and recommendations to inform decision-making processes; Programmatic collaboration; Strategic Partnerships and Networking with Governments, UN agencies, political and financial intergovernmental bodies; Resource mobilization; Communication and Outreach; and engagement in the UN coordination mechanisms, processes, and platforms at sub regional and national levels. The office serves also as a liaison with the African Development Bank (AfDB), the Economic Commission for West African States (ECOWAS) and the Economic Commission for Central African States (ECCAS). With increased demand for service on the office to strengthen its responsiveness and accountability to member States; to the UN Country Teams (UNCTs) in the context of the UN reforms and the UN Development and Resident Coordinator system, and also to the programmatic coordination function, the incumbent will support the implementation of the combined programme of work and specific projects and initiatives, in line with the core functions of the West Africa Office and the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) in a number of countries in the region.
