The Forest and Land Conservation Manager provides strategic and operational leadership for the planning and delivery of terrestrial habitat and wildlife corridor conservation within and around the Malagarasi–Moyowosi complex in Western Tanzania. Based in either Kigoma or Tabora and reporting to the Western Tanzania Program Director, the role leads an integrated portfolio that brings together science, policy, and on‑the‑ground action to secure critical habitats and ecological connectivity across village, district, and reserve landscapes. The position guides spatial prioritization and field implementation efforts that aim to upgrade the protection status of biologically significant areas and to improve the management effectiveness of protected and conserved areas such as Wildlife Management Areas, Village Land Forest Reserves, and Local Nature Reserves. This work is carried out through participatory, technical, and legal processes involving government authorities, communities, and other key partners.
A central focus of the role is scaling forest landscape restoration interventions that reduce degradation and encroachment while strengthening resilience for both people and nature. The Manager designs and oversees restoration efforts in riparian and gallery forests, woodlands, and degraded slopes using approaches such as assisted natural regeneration, farmer‑managed natural regeneration, enrichment planting with native species, soil and water conservation practices, and targeted fire and invasive species management. The role requires close day‑to‑day collaboration with local governments, national agencies, civil society, community institutions, research partners, and the private sector. It also entails oversight of field operations, work plans, budgets, consultants, and grants, ensuring full compliance with TNC and donor requirements, including environmental and social safeguards, FPIC, health and safety, and anti‑fraud policies. The Manager documents and shares lessons learned, represents the program in relevant forums, and supports policy engagement that advances effective protection, co‑management, and restoration across the Malagarasi–Moyowosi landscape.
We’re Looking for You:
Main responsibilities include:
- Lead spatial planning and implementation for terrestrial habitat and corridor conservation across priority landscapes, ensuring site selection aligns with Basin‑wide 2030 targets and connectivity objectives.
- Advance legal upgrading and secure durable protection of key habitats by supporting the establishment and expansion of networks of protected and conserved areas (including Wildlife Management Areas—WMAs, Village Land Forest Reserves—VLFRs, Local Nature Reserves, and relevant district or central forest reserves) through participatory, technical, and legal processes with appropriate authorities.
- Lead forest landscape restoration in priority zones, including riparian and gallery forests, hillslopes, and degraded woodlands, using approaches such as assisted natural regeneration, farmer‑managed natural regeneration (FMNR), enrichment planting with native species, nursery and seed system development, and soil and water conservation techniques.
- Lead spatial analysis and data management by mapping Key Biodiversity Areas, corridors, and threats; monitoring forest cover and land‑use change through remote sensing and field verification; and overseeing GIS systems, data quality, and reporting.
- Establish and implement monitoring, evaluation, and learning (MEL) systems aligned with Basin‑level indicators covering biodiversity, connectivity, threat reduction, livelihoods, governance, and equity, while synthesizing evidence to support adaptive management and policy engagement.
- Improve management effectiveness of protected and conserved areas through actions such as patrol planning and SMART tool use, ecological and socio‑economic monitoring, fire management, human–wildlife conflict mitigation, and invasive species control.
- Structure conservation agreements and performance‑based incentives with villages and WMAs, establishing monitoring, reporting, and verification systems and managing payments tied to measurable habitat and governance outcomes.
- Lead or support development of communications products and learning exchanges, represent TNC at technical and stakeholder forums, and document and disseminate lessons learned.
- Represent TNC’s land and forestry portfolio in local and regional forums, and prepare technical briefs, maps, and presentations for stakeholders and donors.
- Coordinate participatory land‑use planning processes such as Village Land Use Plans (VLUPs), village boundary harmonization, and the development of conservation by‑laws that safeguard corridors, floodplains, riparian buffers, and other sensitive ecosystems.
- Support the establishment and strengthening of co‑management governance structures, including WMA Authorized Associations, Village Natural Resource Committees (VNRCs), and Joint Forest Management arrangements.
- Contribute to resource mobilization efforts, including developing concept notes, proposals, budgets, donor engagement materials, and reports.
- Supervise the Regenerative Agriculture and Climate Adaptation Specialist, including responsibilities for performance management, training, and career development.
- Resolve complex problems independently with minimal supervision.
What You’ll Bring:
Minimum Qualifications
- Bachelor’s degree in forestry, natural resource management, conservation, environmental science, ecology, or a related field; or equivalent professional experience.
- 7 years of experience in land and forest conservation, protected/conserved area governance, and/or landscape restoration in Tanzania or the broader East African region.
- Demonstrated experience in participatory land‑use planning (VLUPs), establishment and management of WMAs, VLFRs, or similar community-based governance mechanisms, as well as corridor and connectivity initiatives.
- Practical expertise in forest landscape restoration (ANR/FMNR, enrichment planting), fire management, and threat mitigation, including the use of monitoring tools such as SMART, ecological surveys, and remote sensing/GIS.
- Proven ability to build and maintain partnerships with village institutions, district councils, national agencies (e.g., MNRT, TFS, TAWA/TANAPA), NGOs, and community-based organizations.
- Strong program management skills, including work planning, budgeting, procurement oversight, and donor reporting, with familiarity in safeguards and compliance requirements.
- Fluency in Kiswahili and professional proficiency in English (written and spoken).
- Willingness and ability to travel frequently to remote field sites.
- Experience negotiating complex agreements.
- Supervisory experience.
Desired Qualifications
- Advanced degree (e.g., MSc) in a relevant field and over 10 years of experience in land and forest conservation, protected/conserved area governance, and/or landscape restoration in Tanzania or the broader East African region.
- Familiarity with Tanzanian land, forest, wildlife, and environmental policies and procedures, as well as ESMS, FPIC, and gender and social inclusion principles.
- Proficiency in GIS/remote sensing and data management, with the ability to translate spatial analysis into operational plans.
- Strong facilitation, negotiation, and conflict‑resolution skills, with the ability to communicate technical issues clearly to diverse audiences.
- Existing relationships in Western Tanzania (Kigoma, Tabora, and surrounding districts) and knowledge of the Malagarasi–Moyowosi ecosystem.
- Strong writing and presentation skills.
- Politically savvy, with an ability to navigate complex stakeholder environments.
