The JET PMU

The JET PMU operates as a high-impact delivery unit, driving the Just Energy Transition (JET) through strategic coordination, agile execution, and results-driven implementation. Focused on accelerating project pipelines, mobilising resources, problem solving and fostering collaboration, the PMU bridges policy and action.

About the role

As part of the MOU signed between the African Climate Foundation (ACF) and the Just Energy Transition Projects Management Unit (JET PMU); the ACF agreed to provide resources to the JET PMU to enable the JET PMU to fulfil its mandate pursuant to the JET PMU’s terms of reference. This includes the secondment of technical experts across all relevant disciplines to support the agenda of the JET PMU.

The Analyst: MEL is responsible for analysing, interpreting, and reporting on data within the established JET MEL framework and data systems. The incumbent will utilise existing data platforms to conduct analysis, generate insights, produce MEL reports, and support evaluation activities. This role focuses on turning data into actionable intelligence for decision-making, public accountability, and learning, with specific responsibility for supporting the IKI project's MEL components. This role does not involve system architecture, database management, or primary data sourcing responsibilities.

This role will be seconded to the JET PMU and will report to the MEL Manager. The JET PMU will be responsible for managing, engaging with, and overseeing the Analyst: MEL responsibilities and deliverables.

Key Deliverables:

Data Analysis, Interpretation & Reporting

  • Analyse data from the JET MEL data system to identify trends, performance gaps, and insights related to funding flows, project outputs, and outcome indicators.
  • Produce regular MEL reports (quarterly, annual) and adhoc analytical briefs for internal and external stakeholders, including donors, governance committees, and the public.
  • Develop and maintain reporting templates and data visualisations (e.g., in Power BI) using provided data sets to track progress against the JET IP and IKI targets.
  • Conduct gender disaggregated data analysis to support GESI/GLI reporting and the 35% GLI criteria milestone.
  • Verify and interpret data for accuracy and consistency before inclusion in reports, liaising with the Specialist: Data Management on systemic data issues.

Monitoring, Evaluation & Learning Support

  • Support the maintenance of the JET IP MEL framework, including updating indicator trackers and progress dashboards.
  • Assist in defining and refining performance indicators and data collection tools from an analytical and usability perspective.
  • Provide data and analytical support for evaluations, including preparing data packs, conducting preliminary analysis for evaluators, and synthesising evaluation findings into learnings.
  • Contribute to learning products such as case studies, briefs, and presentations that translate data and evaluation evidence into actionable knowledge.
  • Maintain a repository of key reports, analyses, and learning products

IKI Project MEL & Evaluation Coordination

  • Serve as the analytical support for IKI MEL activities, tracking progress against IKI-specific indicators.
  • Analyse data related to the IKI evaluation programme, supporting the tracking of recommendations and their uptake.
  • Prepare IKI-specific data summaries and reports for inclusion in quarterly and annual reporting.
  • Support the coordination of IKI evaluation logistics, data requests, and stakeholder engagement from an analytical standpoint.

Stakeholder Communication & Knowledge Sharing

  • Present data findings clearly to both technical and non-technical audiences.
  • Liaise with portfolio leads to clarify data submissions and share analytical insights relevant to their work.
  • Ensure public-facing reports and dashboards are accurate, clear, and updated with the latest analysed data.

Candidate Profile: What You Bring

Education

  • Master’s Degree: Data Science, Statistics, Economics, Public Policy, or a related field.

Experience & Track Record

  • 5+ Years in Data/MEL: Proven experience in data analytics, transparency initiatives, or impact assessment.
  • Climate/Development Context: Experience in climate finance or energy transition is highly advantageous.
  • Donor Frameworks: Proven experience managing MEL for donor-funded projects (e.g., IKI, GIZ, or UN).
  • Evaluation Expertise: Experience in designing and managing rigorous impact evaluations and utilizing findings for adaptive management.
  • Social Inclusion Lens: Familiarity with GESI and GLI frameworks and their practical application in data systems.

Core Competencies

  • Advanced Analytics: Proficiency in Power BI, SQL, GIS, and Excel.
  • Digital Reporting: Experience building public-facing digital dashboards.
  • Governance Literacy: Deep knowledge of the South African National Evaluation Policy Framework (DPME) and international climate finance reporting standards (UNFCCC/SDGs).
  • Gender-Responsive MEL: Expertise in gender-disaggregated data collection and GESI analysis.

Start date: Position available immediately

Location: South Africa

Contract duration: 12 months, consisting of 2 x 6-month renewable contracts
