Role Summary:
The Country Lead, HSE will lead the implementation of Health, Safety, and Environmental (HSE) programsacross manufacturing facility, service and maintenance workshops, and swap stationsin the country. This role will play a key part in ensuring compliance with local and international regulations, integrating best practices, and mitigating operational risks while aligningwith broader business commitments and performance expectations.
Given the scope of Spiro’s operations, this role will also be responsible for driving environmental, social and governance efforts, ensuring that operations across different sites adhere to high standards of safety, compliance, and sustainability. The HSE Manager will work closely with various stakeholders to standardize risk management approaches, enhance reportingprocesses, and build local capacity to ensure business continuity and operational excellence.
Key Responsibilities:
- Ensure compliance with Rwanda’s E&S related laws and international standards (IFC, World Bank, ISO).
- Conduct risk assessments, safety audits, and incident investigations across all sites.
- Implement waste management, emissions control, and resource efficiency measures.
- Develop and deliver HSE/ESG training programs for employees and contractors.
- Oversee HSE reporting and performance tracking, ensuring data accuracy.
- Act as the primary contact for regulatory bodies and external audits and implementation of CAPAs,..
- Collaborate with site teams to ensure safety culture and operational sustainability.
KeyRequirements:
- Bachelor’s degree in occupational health & safety, Environmental Science, Engineering, or a related field.
- 7+ years of experience in HSE roles within manufacturing, energy, or industrial operations.
- Strong knowledge of local E&S related regulatory frameworks, regulator bodies and global ESG standards (IFC PSs , World bank stds, ISO,..)
- Strong experience in Management system implementation and IMS ISO certification (ISO 9001, ISO 45001, ISO14001)
- Experience in risk management, safety compliance, and environmental performance tracking.
- Certification in NEBOSH, ISO LEAD Auditor, or other sustainability certification is preferred.
- Strong leadership, analytical, and communication skills.
Detailed tasks for HSE Manager
- HSE & ESG Compliance and Risk Management
- Develop and implement HSE & ESG policies, procedures, and risk management frameworks in alignment with Rwanda regulations and international standards (IFC, World Bank,UNGC, ISO 45001& ISO 14001).
- Ensure compliance with national environmental, occupational health & safety, and sustainability regulations.
- Lead ISO certification processes and audits (ISO 45001 & ISO 14001), ensuring continued compliance and readiness for surveillance and recertification audits.
- Act as the primary contactfor regulatory authorities, environmental agencies, andindustry bodies, managing all ESG & HSE compliance-related engagements.
- Lead incident reporting and investigation processes, identifying root causes and implementing corrective/preventive actionsto avoid recurrence..
- Environmental & Sustainability Leadership
- Lead waste management, emissions reduction, and circular economy initiatives.
- Oversee climate action and resource efficiency efforts, including energy optimization and carbon footprint reduction.
- Implement ESG data collection and reporting mechanisms to monitorenvironmental and social performance in alignment with Spiro’s corporate sustainability framework.
- Work with the corporate ESG team to integrate global sustainability best practices into Spiro Rwanda’soperations.
- Safety Culture & Workplace Well-being
- Conduct hazard identification, risk assessments, and safety audits across all Spiro facilities.
- Ensure safe operations, addressing electrical hazards, lithium-ion battery safety, and hazardous material handling.
- Implement emergency response and crisis management procedures, conducting regular safety drills and training sessions.
- Promote health & well-being programs, fostering a safe and inclusive workplace for all employees.
- ESG Reporting & Stakeholder Engagement
- Collect and report HSE & ESG performance indicators, tracking sustainability progress across operations.
- Support corporate ESG disclosures and impact assessments, ensuring transparency in Spiro’s environmental and social commitments.
- Engage with suppliers, contractors, and local communities to drive ESG-aligned initiatives.
- Lead ESG capacity-building efforts, ensuring all employees understand and contribute to Spiro’s sustainability goals.
- Training & Capacity Building
- Develop and roll out HSE & ESG training programs for employees, contractors, and partners.
- Raise awareness on climate action, responsible resource management, and workplace safety best practices.
- Create a culture of continuous improvement in ESG and HSE performance.
