Project Description
The project will accelerate county cooking transition through support to develop and implement clean cooking transition policies. The support will focus on evidence-based policy development, capacity building, and inclusive stakeholder engagement, to strengthen inclusive policy frameworks, enhance gender responsive and socially inclusive data-driven decision-making, and build the capacity of County governments and local stakeholders to implement clean cooking solutions effectively. Therefore, the project will contribute to emission reduction and improved health particularly for women and children and fostering inclusive economic opportunities for marginalised groups.
The project will be implemented by a consortium with SNV as the lead partner and will involve the following:
- Development of standardised data collection, tracking and reporting framework for clean cooking at the county level aligned to national frameworks & strategies.
- Support to selected counties in developing county clean cooking transition policies and associated implementation guidelines through a collaborative stakeholder process.
- Tailored technical training for artisans and community-based organizations (CBOs) in the clean cooking ecosystem, to ensure that sufficient services are available for the stove design, installation, maintenance and repair for both small scale and large-scale technologies.
- Tailored training to cater for the specific needs of women, youth, persons with disabilities and other marginalised groups on access to finance and inclusive job opportunities.
Job Description
Role of the Project Manager and Technical Lead
SNV Kenya is seeking to engage a qualified and result-oriented project manager and technical Lead for the above-mentioned clean cooking project. The role will focus on policy development and implementation support at the county level. Below are the key responsibilities:
Project Management
The Project Manager will lead and manage the work of all consortium partners, within scope, budget, timeline, and acceptable quality levels along the commitments specified in the contracts signed with the donor and other relevant stakeholders. The Project Manager works in line with SNV standards, SNV`s approach to project management, and donor regulations, in order to achieve high quality and achieve the agreed results and deliverables of the project.
- Provide leadership and overall direction/oversight of the project.
- Overall coordination and management of the project team including the implementing partners, consultants and service providers.
- Ensure budget & financial management, project monitoring and evaluation, and ensure timely reporting of activities and project deliverables.
- Develop and maintain effective relationships internally and externally, with the project team, the donor(s), implementing partners and other value chain actors including working with government (both national and sub-national levels), partner agencies, and private sector. Further, ensure SNV’s project visibility at all levels.
- Manage and account for full compliance of administrative, finance, and HR components of the project with SNV internal procedures and requirements specified in the donor and other project contracts and memoranda of understanding.
Clean cooking technical lead
Working closely with the project team and the implementing partners, the role will involve technical support to enhance the enabling environment at the sub-national level with focus on selected counties. The counties were selected based on their potential for clean cooking solutions.
More specifically, the technical lead will:
- Provide technical leadership and overall coordination of the consortium workplan.
- Provide technical assistance and support to develop and implement data frameworks and clean cooking policies.
- Take lead in stakeholder engagement, training and capacity building targeting county governments and local stakeholders to implement clean cooking solutions.
- Contribute to internal and external knowledge development including documentation and sharing of project insights and results and ensure lessons learned are shared and applied in daily practice.
Qualifications
- Master’s degree in a relevant technical field.
- Minimum of 7 years of work experience in roles related to this position and working with donor funded development projects/programmes.
- Experience in project management or senior management positions, excellent knowledge of the full Project Management Cycle, and experience in managing project teams, consultants, and partners.
- Track record in interventions designed to enhance the enabling business environment, and experience/expertise in policy advisory and stakeholder engagement, including working with government at both the national and sub-national levels including government ministries, county governments, and government institutions.
- Track record in interventions to development the energy sector in Kenya including capacity building for the clean cooking value chains, and good knowledge of the national priorities, plans, and strategies.
- Excellent analytical and report-writing skills.
- A demonstrated high-level of professionalism and ability to work independently, as part of a team, and in compliance with guidelines and deadlines.
- Strong interpersonal and communication skills.
- Excellent spoken and written English.
