The Inclusive Markets for Energy Efficiency in Uganda (IMEU) is a four-year project funded by the Embassy of Sweden. The project is implemented by a consortium led by SNV, an international development organisation, with support from Makerere University College of Engineering, Design, Art, and Technology (CEDAT) and Private Sector Foundation Uganda (PSFU) as implementing partners. The project aims to directly benefit 30,000 households, 328 businesses, 52 social institutions, two energy service companies, and 13 energy service provider companies, indirectly impacting over 450,000 people across 11 districts and three cities in Uganda. SNV is technically responsible for delivering on the following:
- Stimulating demand and supply of energy-efficient technologies and services across prioritized value chains of agriculture and buildings in selected cities and districts.
- Strengthening research, policy, practices, and investments in energy efficiency in Uganda through direct engagement with academia, government, and the private sector.
Objective: The IMEU project is in its final year and has registered significant results. This solicitation is for a multimedia firm to document and capture the achievements and impact of the IMEU programme in increasing access to energy efficiency (EE) solutions among businesses, households, and institutions in Uganda's Central and Western regions (Kampala and Fort Portal).
Job Description
Deliverables
The agency is responsible for delivering, but not limited to the following:
Activity 1
Photography and videography services in Central Uganda
Deliverable

- One 3–8-minute 1080p HD video
- 100 Hi-Res photos from IMEU implementation

Evaluation Criteria
The contract will be awarded based on the following criteria:
Technical criteria (out of a score of 70. One who scores at least 40 will progress to financial evaluation)
Overall Response (30%)
Relevant capabilities and experience working with development organisations, agencies, and other entities on similar scopes and creativity/innovation.
Considerations:
-Completeness of response - (5 marks)
-Overall concord between task order needs and the samples – (5 marks)
-Credible overall experience and result and quality-oriented proposal - (20 marks)
Technical capacity (20%)
-Skills (team CVs) and capacity (equipment & software) of the firm to deliver the expected multimedia outputs - (20 marks)
Technical competencies (30%)
Relevant quality of portfolio (20 for photos) for proposed output. Portfolio samples for the referenced outputs specifically should be provided in soft copy.
Considerations:
- Photo quality - (10 marks)
-Production direction and creativity- (10 marks)
Financial Criteria (20%)
Cost-effectiveness and value for money (20 marks)
Qualifications
Reporting Line
The service provider will report to SNV in Uganda Country Communications Officer, who will be responsible for checking that the deliverables are in line with the quality required by SNV.
Key Compliance Issues
The consultant or partner must comply with the following key issues during the implementation of the project:
- Adherence to SNV’s Environmental and Social Safeguard requirements.
- Compliance with SNV branding guidelines.
