Job Description

Background and objectives of assignment

The Inclusive Markets for Energy Efficiency in Uganda (IMEU) is a four-year project funded by the Embassy of Sweden (EoS) in Kampala, Uganda. IMEU is implemented by a consortium of 3 partners: SNV Netherlands Development Organization (lead), College of engineering, Design, Art, and Technology (CEDAT), and Private Sector Foundation Uganda (PSFU). The project aims at contributing to the development of sustainable and inclusive markets for appropriate energy efficiency (EE) products and services for households, businesses, and institutions in Uganda. The project deploys an EE market development approach intervening at demand, supply and enabling environment for EE market as follows: (1) Stimulating uptake of EE products and services by increasing awareness among energy users (demand side) (2) Targeted and contextualized derisking support to small medium enterprises (SMEs) and energy service companies (ESCOs) and Energy Service Provider Companies (ESPC) (supply side). (3) Strengthening institutional coordination, research and enabling environment for energy efficiency (enabling environment). The Project implemented a Market Development Fund that was aimed at derisking investments by private sector on energy efficient solutions in Uganda. This was successfully delivered with 10 energy service provider companies and 12 businesses benefitting from results based financing and catalytic grants respectively as well as technical assistance in supporting their organizational capacity and investment readiness. For visibility and continuity of mindset change in energy efficiency among IMEU supported facilities, the project will undertake branding, marking of equipment and Printing of behavioural Change 2 / 5 Terms of Reference (ToR) Communication messaging for energy efficiency and occupational health and Safety for Project grantees. These facilities are located in Lira, Kampala metropolitan, Fort portal and Bushenyi. The overall Objective of the study: To undertake branding, marking of equipment and Printing of behavioural Change Communication messaging for energy efficiency and occupational health and Safety for Project grantees.

Assignment overview and scope of work / deliverables

The Consultant shall:

• Undertake a quick scan assessment of all the facilities by mapping their processes, machinery, products and services.

• Develop, design, print and place BCC messaging for energy efficiency and occupational health and safety for all the facilities.

• Design, print and place appropriate branding and marking identifiers for all the EE technologies co-financed by IMEU project for the 12 facilities under catalytic grants portfolio.

• Undertake a half day awareness training for each facility on the value of maintaining visibility identifiers and BCC messaging on EE and Occupational health and safety.

• Write and share a final activity report with attached inventory of all the technologies that have been branded and marked BCC messaging.

Copyright and intellectual property rights

The intellectual property rights of all reports, documents and publicity outputs, product designs, business know-how and confidential information generated pursuant to this consultancy implementation shall be the property of SNV and the respective partnering grantee, unless otherwise agreed in writing and signed by SNV. The consultant shall be directly supervised by the Market Development Fund Manager who reports to the Project Manager, Inclusive Markets for Energy Efficiency in Uganda Project.

Evaluation criteria

The criterion for evaluation is based on the technical understanding as well as a value for money offering of the Consultant.

Understanding of the TOR: The consultant should demonstrate a clear understanding of the terms of reference.

Approach and Timelines: The consultant should evidence completeness and clarity of the suggested approach to the study as well as realistic timeframes to complete the assignment

Contract project fees and duration

The assignment is expected to be undertaken within a maximum of 35 days. The contract shall be a fixed term with all the key activities and deliverables paid based on the value for money offering agreed upon during negotiation.

Payment terms

The proposed payment terms are as follows:

• 30%: Inception report

• 60%: Placement of designed and printed approved branding, marking and BCC messaging in all the facilities as well as planned awareness training for each facility

• 10%: Final detailed activity report on all the undertakings.

Key compliance issues

The lead consultant should possess at least a degree in any of the following disciplines:

Communications, Marketing, Social Sciences and Business Management. He/she should evidence at least 7 years’ experience in behavioural change communication messaging design and execution, marketing of renewable energy and energy efficiency technologies and services and branding and marking of equipment.

Other Associate Consultants should have evidence expertise and experience in Renewable energy and Energy efficiency, Occupational Health and Safety. Each of the associate consultants should evidence experience of at least 5 years.

The consultants should demonstrate the following competencies:

• Proven experience in branding and marking equipment’s

• Strong research and analytical skills

• Demonstrated stakeholder engagement and facilitatory skills

• Good understanding of the renewable energy and energy efficiency sub-sector

• Demonstrated understanding of occupational health and safety

• Demonstrated documentation and dissemination skills

The consultant during the execution of the task must comply with the following key issues.

• Adherence to SNV’s Environmental and Social Safeguard requirements.

• Compliance with SNV branding guidelines.
