Project information

The INCLUDE (Inclusive Livestock Development for smallholder farmers) MEAL Advisor is one of the twelve (12) Senor advisors within the INCLUDE project. The INCLUDE Project has a team of 31 staff members and 22 external hired Field officers to implement the INCLUDE project in four subregions (Rwenzori, Greater Ankole, Kigezi and Busoga) covering 21 districts plus three (3) districts in the Kampala region (School milk program only).

On the 1st of April, SNV started the implementation of this 5-year project, funded by the Royal Netherlands Embassy (EKN), Kampala, Uganda. The project aims to improve resilient livelihoods and realising a living income for 75,000 smallholder livestock farmers, in Busoga, Rwenzori, Greater Ankole and Kigezi regions. INCLUDE is also aiming to have 37,500 acres of agricultural land under improved management as well as improving SHF access to input-, output markers and access to affordable credit.

To address the above the project will apply the Participatory Integrated Planning (PIP) approach. The PIP approach is an innovative way of transforming small-scale subsistence farm households into more productive and sustainable farms. It is based on a visionary Integrated Farm Plan which is developed and drawn on a map by all family members, as well as a concrete action plan on how to realise that vision. Changing farmers’ mindsets by motivating them to transform their reality through conscious collective action is at the core of the PIP approach while adopting the farming systems approach integrating livestock and crops, having livestock (dairy cattle, sheep, goats, poultry and pigs) as an intervention entry point.

In addition to increased smallholder resilience, productivity and income, the project will support the ongoing school milk program and be supportive to policy actors to developed and implement SHF inclusive and responsive livestock policies and practices.

Job Purpose

The MEL Advisor is the key technical expert who leads and manages the MEL unit activities. He/she supports the project management to create an enabling environment for the development and implementation of the project to meet its objectives based on the existing ToC and results framework. The MEL Advisor ensures learning, monitors progress and provides quality project management support during project implementation. Ensures technical support to partners and relevant project staff on data collection and processing and offers service to promote adoption at scale.

Job Description

Knowledge Development

  • Contribute to internal and external learning and knowledge development, ensures lessons learned are harvested, documented, communicated.
  • Be the focal point for CDI of Wageningen. Makerere University and SNV Global MEAL advisor who all are supporting the INCLUDE MEAL activities
  • Initiate and coordinate the review process and evaluation of advisory services to collect data and lessons learned in farming systems including livestock and crop production, CSA, and draft power.

Project and process development

  • Ensures compliance with MEL procedures, standards, and tools of SNV throughout project implementation.
  • Collects, consolidates and reviews impact result data at in coordination with other technical advisors. Manages the project level results database and supports distribution of planned and actual results to global and country management. Supports any revision of indicators or tools and processes to support stakeholders to collect/use related data.
  • Coordinate and ensure the quality of key data collection activities, such as Baseline, Midline and Endline surveys.
  • Ensure on ground adaptive management where farming systems and CSA lessons learned are adopted in daily practice by all stakeholders.

People Management

  • Guide external providers in the implementation of MEL deliverables, including Baseline, Midline and Endline.
  • Be the MEL system technical expert for the project team and partners.
  • Coordinate MEL activities in all of the five project regions.

Positioning

  • Support the coordination work with research partners for learning and knowledge management.
  • Identify and analyse MEL development opportunities and threats, and ensures relevant colleagues are informed.
  • Participate in Strategic positioning meetings and act as a knowledgeable face of the SNV organisation externally
  • Ensure that the project contributes to the global learning agenda in the Agri-food sector.

Qualifications

  • A Master’s degree in Master degree in Statistics, Qualitative Economics, Social Science, International development, or related disciplines is required with essential knowledge of research methodologies and data analysis.
  • A minimum of 8 years of relevant work experience in programmes in areas of MEL.
  • Ability and demonstrated experience of designing and appraising inclusive business cases.
  • M&E Expertise: Experience in designing M&E systems, conducting evaluations, and using digital data collection tools (e.g., (ODK, Kobo, AKVO, TARO etc) & data analysis methodologies.
