Background to the Assignment
The Energy Efficiency Accelerator Network (EEAN) is a stakeholder engagement vehicle formed to facilitate Ministry engagement efforts on energy efficiency. The EEAN aims to accelerate the adoption of energy-efficient technologies and practices across various sectors in Uganda. To effectively achieve its goals, the EEAN requires a robust online platform and targeted communication materials to engage stakeholders, disseminate information, and promote energy efficiency initiatives.
The Assignment
The assignment entails the development of a comprehensive website and a suite of communication materials for the EEAN. The website will serve as the central information hub for the network, while the communication materials will be used to raise awareness, promote energy efficiency, and engage stakeholders across different sectors
Purpose of the Assignment
The purpose of this assignment is to create a user-friendly, informative, and engaging website and communication materials that effectively communicate the EEAN's mission, objectives, activities, and impact. The website and materials should facilitate knowledge sharing, collaboration, and investment in energy efficiency projects in Uganda
Job Description
The specific objectives of this assignment are to:
- Develop a visually appealing, user-friendly, and informative website that showcases the EEAN's work, resources, and opportunities for collaboration.
- Create a variety of communication materials, including brochures, fact sheets, presentations, social media content, and newsletters, that effectively communicate the benefits of energy efficiency and the EEAN's role in promoting it.
- Ensure that the website and communication materials are accessible to a wide range of stakeholders, including government officials, businesses, NGOs, and the general public.
- Develop a content management system (CMS) that allows for easy updating and maintenance of the website.
- Provide training to EEAN staff on how to use the CMS and update the website.
Scope of the Assignment
The scope of this assignment includes:
- Website Development:
- Design and development of a user-friendly and interactive website with appropriate layout and navigation.
- Creation of engaging and informative content for the website.
- Regularly update the website with relevant content, resources, and news.
- Optimize the website for search engines (SEO) and ensure mobile compatibility.
- Integrate analytics tools for monitoring website traffic and engagement.
- Integration of a CMS for easy content updates.
- Ensuring website accessibility and responsiveness across different devices.
- Communication Materials Development:
- Design and production of various communication materials, including digital content, for various audiences (brochures, fact sheets, presentations, social media content, newsletters).
- Development of key messages and content for the materials.
- Produce engaging multimedia content, including infographics, videos, blog posts, and e-newsletters.
- Translation of materials into local languages as needed.
- Documentation of EEAN Engagements and Events:
- Undertake comprehensive documentation of all EEAN engagements, events, and activities.
- Create reports, articles, and visual content to showcase EEAN’s impact and progress.
- Ensure timely and accurate dissemination of information through digital channels.
- Social Media Management:
- Create and maintain active profiles on key social media platforms (Facebook, Twitter, LinkedIn, Instagram).
- Develop a social media content calendar with regular posts (infographics, videos, polls, updates).
- Engage with followers, respond to inquiries, and foster online communities.
- Implement targeted advertising campaigns to reach specific stakeholder groups.
Methodology
The consultant will employ a participatory and collaborative approach, working closely with the EEAN steering committee and relevant stakeholders to ensure that the website and communication materials meet the network's needs and objectives. The methodology will include:
- Inception Meeting: To clarify the scope of work, timelines, and deliverables.
- Needs Assessment: To gather information on target audiences, communication channels, and key messages.
- Website Design and Development: Following industry best practices and user experience (UX) principles.
- Content Creation: Developing high-quality, engaging, and informative content for the website and communication materials.
- Testing and Quality Assurance: Thoroughly testing the website and materials to ensure functionality, accuracy, and accessibility.
- Training and Handover: Providing training to EEAN staff and handing over all project deliverables.
Deliverables
The consultant will deliver the following:
- A fully functional, user-friendly, and informative website for the EEAN.
- A suite of high-quality communication materials, including brochures, fact sheets, presentations, social media content, and newsletters.
- Active and engaging social media profiles with a consistent posting schedule.
- A comprehensive content library, including infographics, videos, blog posts, and case studies.
Responsibilities/Obligations
The EEAN Staff
The EEAN staff will be responsible for the following:
- Providing the consultant with the necessary information and resources to complete the assignment;
- Reviewing and approving the website design, content, and communication materials;
- Providing feedback and guidance throughout the project; and
- Ensuring timely payment to the consultant according to the agreed-upon schedule.
The consultant
The consultant will be responsible for:
- Developing the website and communication materials in accordance with the agreed-upon timeline and budget.
- Ensuring that the website and materials meet the EEAN's quality standards and objectives.
- Providing regular progress reports to the EEAN steering committee.
- Coordinating with relevant stakeholders to gather input and feedback; and
- Providing training and support to EEAN staff on website management and content creation.
Qualifications
The consultant should possess the following qualifications and experience:
- A proven track record of website development, creation of communication materials, implementation of marketing campaigns, or a related undertakings;
- Strong understanding of energy efficiency and sustainable development issues;
- Demonstrated expertise in managing social media platforms.
- Excellent communication, interpersonal, and project management skills;
- Experience working with government agencies, NGOs, or international organizations is an advantage.
Additional Information
Duration of the Assignment
The assignment is expected to be completed within 6 months from the date of contract signing.
Budget and Payment Plan
The consultant shall submit a financial proposal which will be evaluated.

The following criteria will be used to evaluate the offers/proposals:
- Company Eligibility documents (MUST)
- Technical Proposal (70%):
- Understanding of the assignment requirements and objectives.
- Quality and relevance of the proposed methodology and approach.
- Qualifications and experience of the consultant/team.
- Clarity and feasibility of the work plan and timeline.
- Financial Proposal (30%):
- Reasonableness and competitiveness of the proposed budget.
- Clarity and completeness of the cost breakdown.
Evaluation of performance
The consultant’s performance will be evaluated based on the following criteria:
- Quality and effectiveness of the website and communication materials.
- Timeliness of delivery.
- Adherence to the agreed-upon budget.
- Level of stakeholder engagement and collaboration.
- Overall satisfaction of the EEAN steering committee.
