Project Description

BRIDGE+ is a five-year programme (from November 2023 to December 2028) implemented by a consortium of partners composed of SNV Netherlands Development Organization (lead) and Wageningen University (WUR and Agriterra, with the financial support from the Embassy of the Kingdom of the Netherlands (EKN).

The overall objective of the BRIDGE+ programme is to contribute to a functioning dairy Value Chain that creates inclusive and sustainable benefits for all its participants, including wider society, with particular focus on smallholder farmers within the mixed farming system. To attain this objective, the project will operate at three levels: (1) smallholder farmers: increase benefits from dairy farming; (2) dairy value chain: improving functioning and food safety; and (3) at sector level: strengthening institutional structure.

BRIDGE+ food safety component has three major intervention activities to ensure the quality and safety of milk and milk products. These are supporting milk supply chain regulation, processed milk and milk product quality and dairy processors support. EFDA has the mandate to regulate the quality and safety of milk and milk products. They conduct regular inspection and auditing as well as market surveillance and check the compliance against the national standard. The mandate of EFDA in regulating the quality of processed milk created good opportunity for the SNV BRIDGE+ project and EFDA to collaborate through partnership approach and work together in ensuring the quality and safety of milk and milk products and boost the confidence of the consumers.

Purpose of the job

The purpose of the post is to play a leading role to oversee operations, to ensure smooth implementation and coordination with local stakeholders, monitoring, evaluating, and reporting of the SNV BRIDGE+-EFDA partnership project. The project manager is responsible to support EFDA on the implementation of milk quality and safety operational activities, coordinate capacity building for EFDA staffs, facilitate the procurement of the dairy technologies and equipment and lead the capacity building support of dairy processors. The partnership project manager will report to SNV BRIDGE+ project manager and to EFDA food inspection and reinforcement lead officer as well as to the project coordination committee (PCC).

    Job Description

    Project Implementation

    • Prepare partnership project implementation strategy, work plan and lead implementation.
    • Give guidance to implementing partner to achieve project goal and objectives.
    • Work closely with project coordination committee (PCC).
    • Support EFDA develop strategy and implementation for attainment of all dairy products with mandatory Ethiopian standards to have a standard mark.
    • Support (EFDA)in the preparation of dairy product regulation guidelines, directives, and SOPs.
    • Facilitate dairy processors inspection, auditing and market surveillance and organize validation workshops.
    • Lead dairy processors gap assessment during inspection and auditing, prepare improvement plan, develop dairy processors support strategy.

    Project Management

    • Build and maintain productive working relationships with government, private sector, and other key stakeholders.
    • Serve as the primary liaison person between SNV BRIDGE+ and EFDA.
    • Manage the project’s operational, financial, and administrative priorities, and direct planning and budgeting processes.
    • Develop strategy and oversee implementation on public awareness creation about milk and dairy product safety and quality.
    • The project manager is responsible for all reports preparation and deliverables as specified in the agreement.

    Qualifications

    Qualifications

    • MSc. degree in a relevant discipline (Food Science, Food Technology, or Dairy technology) from a recognized university.
    • Technical training qualifications on system compliance (GHP, GMP, HACCP and ISO) of food industry.

    Experience

    • Six or more years of relevant or practical experience in MSc. respectively in development work, food regulatory body, food industry and project implementation.
    • Project management in dairy sector experience is important.

    Additional Skill

    • Project management experience in agriculture and dairy sub-sector is essential.
    • Good written and spoken English.
    • Excellent communication and interpersonal skills.
    • Good report writing skill and able to collect document and share records and information.
    • Work independently and as part of the team, and work effectively with co-workers, partners and the private sector.
    • Computer proficiency is required.
