About Pula:
Pula is an insurtech organisation that designs and delivers agricultural insurance solutions, specialising in index-based insurance for smallholder farmers operating in climate-vulnerable contexts. Since 2015, Pula has supported the delivery of climate insurance to more than 19 million smallholder farmers across 13 markets in Africa and Asia, 41 percent of whom are women, with farmers paying an average of USD 6.8 per season to insure their crops. Pula’s approach integrates climate and satellite data, historical yield information, and digital delivery systems to enable scalable, cost-effective insurance solutions suited to low-income and rural contexts.
Pula works with governments, insurance companies, agribusinesses, and philanthropic partners to design and operationalise insurance products across the full delivery cycle. This includes product and pricing design, partner onboarding, coordination of field-level sensitisation and enrolment activities, implementation monitoring, and structured reporting against agreed milestones. To date, Pula has supported the payout of USD 40.8 million to insured farmers, enabling timely compensation for climate and production shocks and supporting household resilience and recovery.
In Mali, Pula implements agriculture and livestock insurance initiatives in collaboration with public sector institutions, insurance companies, private sector partners, and philanthropic partners, with a strong operational focus on regions including Sikasso and Koulikoro. Current and recent initiatives involve bundling insurance with access to productive assets and finance, requiring close coordination with local im
plementing partners, field teams, and insurers. Delivery in Mali includes planning and coordination of sensitisation and enrolment activities, partner follow-up, monitoring of implementation progress, and compliance with donor, safeguarding, and reporting requirements across multiple regions. The consultancy outlined in this TOR is intended to strengthen in-country implementation and coordination capacity to support effective delivery, issue resolution, and timely close-out of Mali-based initiatives.
What you will be doing:
Pula is seeking an experienced individual consultant to provide project implementation and coordination support across Mali-based initiatives. The consultant will support the planning, coordination, and tracking of a defined set of project activities, working closely with Pula project staff and local partners to enable timely and high-quality delivery.
The consultant will support engagement and coordination with public and private sector stakeholders at the activity level, contribute to structured problem-solving related to implementation challenges, and support coordination across complex, multi-stakeholder delivery processes in a fast-paced environment. All work will be undertaken in line with agreed workplans, timelines, and quality standards.
Projects supported under this consultancy are implemented in collaboration with public sector actors, private sector partners, and philanthropic partners/donors, including NGOs, UN agencies, government bodies, and research organisations, and contribute to Pula’s impact objectives and programmatic delivery.
The consultant will report directly to the Country Director and will work in coordination with relevant Pula teams, including partnerships, product, commercial, actuarial, and operations, as required.
Scope of the Assignment
The assignment will cover the following areas:
1. Project Implementation & Field Operations
- Provide in-country implementation and coordination support for approved project activities in Mali.
- Support planning, scheduling, and coordination of field activities across target regions, including Mopti, Timbuktu, and Gao.
- Support implementation of sensitisation, enrolment, training, surveys, and workshops in coordination with implementing partners and field teams.
- Support mobilisation and coordination of local actors and beneficiaries in collaboration with partners.
- Track implementation progress against agreed plans and timelines and flag operational risks, delays, or challenges to the Pula project team.
- Support coordination of logistics for field activities where required.
2. Stakeholder & Partner Coordination
- Support coordination with internal Pula teams to gather data and inputs for progress, interim, and close-out reporting.
- Support alignment of project activities with agreed project objectives and implementation plans.
- Support engagement and coordination with public and private sector stakeholders at the activity level.
- Support preparation, documentation, and follow-up of stakeholder and coordination meetings.
- Support identification, tracking, and escalation of project risks and issues to the Pula Project Manager.
3. Private Sector Engagement & Deal Support
- Support identification and engagement of potential private sector partners aligned with the project objectives.
- Assist in structuring and progressing partnership discussions and agreements.
- Track progress of private sector engagements and support issue resolution as required.
- Support market research and pipeline development activities in Mali, including pursuing leads, coordinating outreach efforts, and progressing commercial opportunities aligned to agreed market revenue targets during the consultancy period, in line with agreed priorities.
4. Compliance
- Deliver the assignment in line with agreed workplans, timelines, and reporting requirements.
- Adhere to Pula’s safeguarding, ethics, and operational policies.
- Maintain regular communication with the Pula project team and partners.
- Ensure timely escalation of risks or issues that may affect delivery.
Engagement Period and Payment Structure
The consultant will be engaged on a fixed-term basis for an initial period of twelve (12) months.
The consultant will be remunerated on a monthly basis, payable upon submission of a monthly activity report and confirmation of delivery against agreed responsibilities for that month.
Any extension of the consultancy beyond the initial twelve-month term shall be subject to the availability of in country projects and organisational requirements at that time.
Qualifications and Experience
- Minimum of five years’ experience supporting or coordinating complex, multi-stakeholder projects in social enterprises, NGOs, UN agencies, or similar development contexts.
- Proven ability to engage prospective partners and support deal structuring and negotiation in agriculture, insurance, or related sectors.
- Existing networks within the agricultural or insurance sector in the target region.
- Demonstrated experience working with diverse stakeholders, including public sector actors, private sector partners, and philanthropic partners/donors.
- Demonstrated experience in pipeline development and progression of commercial opportunities, including lead generation and structured follow-up through to agreement.
- Strong written and verbal communication skills, including the ability to translate complex or technical concepts into practical, action-oriented inputs.
- Proven ability to self-manage assigned tasks and deliver agreed outputs with minimal supervision.
- Ability to prioritise work, manage competing demands, and meet fixed deadlines while maintaining quality standards.
- Bachelor’s degree in a relevant field.
- Fluency in French is required; knowledge of local languages is an asset. Fluency in English is needed to work with internal Pula colleagues.
- Prior experience working in Mali or similar contexts is an advantage.
