Objectives of the Assignment
The primary objective of the assignment is to conduct an annual environmental analysis and come up with strategic actions to help restore and sustainably protect the ecological integrity of the two rivers. We expect the assessments to embed a gender perspective in every aspect of this assignment.

Interested consulting entities that have capacity to deliver this TOR are invited to submit a complete proposal to Bids Consultancy Bids.Consultancy@practicalaction.or.ke with subject line ‘Annual environmental analysis of Auji and Kisat rivers in Kisumu City’ to reach Practical Action on or before Friday, 10th July 2026.

Guidelines for Submission
A consulting entity that meets the above requirements and is available within the time limit indicated above should submit the following:
- Technical proposal outlining the approach to conducting Environmental analysis, research design and methodology. (Max. 3 pages).
- A proposed process and timeframe for the Environmental analysis setting out the phases, the number of consultants and the number of days. (Max. 2 pages)
- The anticipated challenges and dependencies likely to affect the implementation of the analysis and how these should be addressed. (Max. 1 page)
- A description of how to ensure data quality throughout the process/assignment.
- A narration of how ethical issues will be mitigated/safeguarded throughout the
- A description of how gender will be mainstreamed throughout the process with consideration of how the perspectives of men, women and youths will be sought in the evaluation process.
- A summary (Max 1 page per CV) of the most relevant skills and experience of the proposed lead consultant and the consultant(s) together with her/his CV showing relevant previous assignments and clients. (Annex CVs separately).
- Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should be based on clear time allocation by each member to the various activities and all other costs directly related to assignment such as logistics, travel, accommodation, administrative etc.(Max. 1 page)
- Sample(s) of previous similar work, if (Annexed separately).
Award Criteria
The evaluation of the quotations will be based on weighing up technical quality (the methodology and experience) as well as the financial proposal.
