Purpose of the assignment
The purpose of this assignment is to develop County Energy Policies that provide a clear framework for energy planning, development, regulation, and investment at the county level.
Specific objectives of the assignment
The specific objective is to,
- Conduct a situational analysis of the county’s energy landscape, including demand, supply, and resource potential.
- Identify key energy challenges, opportunities and institutional
- Draft County Energy Policy documents aligned with the Energy Act (2019), the National Energy Policy (2025), aligned to the Public Policy Handbook and other relevant
- Facilitate inclusive stakeholder consultations to ensure local ownership and alignment with county priorities.
- Produce final, validated County Energy Policy accompanied by implementation and monitoring frameworks.

Interested consulting entities that have capacity to deliver this TOR are invited to submit a complete proposal to Bids.Consultancy@practicalaction.or.ke with subject line “Development of County Energy Policy for Kajiado County (PACE Project)” to reach Practical Action on or before Thursday 8th January 2025. All information/data provided will be handled in utmost confidentiality and will only be used for recruitment purposes.
Guidelines for Submission
Interested Consultants or firms are requested to submit.
- A cover letter outlining relevant experience in planning and managing similar assignments.
- A technical proposal outlining their Proposed workplan: methodology, timelines, and deliverables.
- Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should be based on clear time allocation by each member to the various activities and all other costs directly related to them assignment such as logistics, travel, accommodation, administrative etc.
- Copies of all relevant Curriculum Vitae (CVs). Only CVs for the specific individuals that will form the proposed survey team should be included; two references (including one from your last client).
- Samples of previous work related to Energy Policy.
- Tax compliance certificates
Award criteria
The evaluation of the bids/proposals will be based on the best value for money, weighing up technical quality (the methodology and the CV of the consultant) and cost of the assignment.
