Purpose of the Assignment
The main objective of this consultancy is to develop comprehensive clean cooking transition models using LEAP or ONSTOVE for Homabay, Murang’a, Siaya and Tharaka Nithi Counties.
Specific Objectives
The main objective of this consultancy is to:
- In collaboration with the county governments (Homabay, Siaya, Murang’a and Tharaka Nithi), the Ministry of Energy and Petroleum, Practical Action, Strathmore University and KTH, provide technical support in conducting baseline survey activities that serve as a basis for the development of CEPs, EP & IPs.
- To conduct assessment studies on the status of clean cooking at county level, in relation to specific fuels and technologies.
- Conduct an analysis of key nexus sectors that have been chosen by respective counties as a focus for the CEP solution development
- Provide thematic expertise in key areas of Least Cost Electrification, clean cooking, gender and Renewable Energy/Energy Efficiency.
- Develop the Draft and Final CEP, EP and IP that captures the energy needs and solutions for Homabay, Siaya, Tharaka Nithi and Murang’a aligned to the INEP framework.

Interested consulting entities that have capacity to deliver this TOR are invited to submit a complete proposal to Bids.Consultancy@practicalaction.or.ke with subject line “Development of Clean Cooking Modelling, PACE Project” to reach Practical Action on or before Thursday 8th January 2026. All information/data provided will be handled with utmost confidentiality and will only be used for recruitment purposes.
Guidelines for Submission
Interested Consultants or firms are required to submit.
- A cover letter outlining relevant experience in clean cooking modelling and managing similar assignment.
- A technical proposal outlining their Proposed workplan: methodology, timelines, and deliverables.
- Copies of all relevant Curriculum Vitae (CVs). Only CVs for the specific individuals that will form the proposed survey team should be included; two references (including one from your last client).
- Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should be based on clear time allocation by each member to the various activities and all other costs directly related to them assignment such as logistics, travel, accommodation, administrative etc.
- Tax compliance certificates.
Award criteria
The evaluation of the bids/proposals will be based on the best value for money, weighing up technical quality (the methodology and the CV of the consultant) and cost of the assignment.
