Objective of the assignment

The overall objective is to develop a comprehensive behaviour Change Communication (BCC) Strategy that supports the Enhancement of Local Manufacturing and Energy Crop Cultivation (ELMECC) project in:

  • Promoting the cultivation and sustainable management of climate-resilient energy crops.
  • Encouraging the adoption and use of clean energy products, including those produced through local manufacturing.
  • Strengthening market systems by shifting attitudes, practices, and narratives among key value-chain actors.
  • Providing practical tools and frameworks for targeted, adaptive communication that responds to the project’s evolving context.

Guidelines for Submission

Interested candidates should submit:

  • A technical proposal outlining their Proposed workplan: methodology, timelines, and deliverables.
  • Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should be based on clear time allocation by each member to the various activities and all other costs directly related to them assignment such as logistics, travel, accommodation, administrative etc.
  • CVs of the consultant(s) and proposed support staff highlighting relevant experience.
  • Samples of previous work related to policy review and gender mainstreaming.

Award criteria

The evaluation of the quotations will be based on the best value for money, weighing up technical quality (the methodology and the CV of the consultant) and cost of the assignment.
