Purpose of the assignment

The purpose of conducting the mid-term evaluation of the CE4HOW project is to assess its performance — including efficiency, effectiveness, relevance, sustainability, outcomes and impact — establish the extent to which planned outcomes have been achieved, analyze stakeholders and participants perceptions, collate and analyze lessons learned, best practices and challenges faced during implementation, and provide concrete, practical recommendations to guide planning, adaptive implementation and management, and future deepening or scale-up of the project or similar programs in the region.

Specific Objectives of the Mid- Term Review of The Circular Economy for Household Organic Waste (CE4HOW) Project

  • Assess the efficiency, effectiveness, relevance, sustainability and impact of the CE4HOW project and its implemented interventions.
  • Assess the viability and performance of the CE4HOW business model, including the effectiveness of the circular economy approach, commercial sustainability of Regen Organics operations, market linkages with waste aggregators and smallholder farmers, and the extent to which the model incentivizes participation of households and informal waste workers.
  • Measure the extent to which the implementation works have been accountable to the households, informal waste workers, local needs and the level of participation of stakeholders.
  • Examine how the CE4HOW project has mainstreamed cross-cutting issues such as, GESI, disability inclusion, value for money and climate change and resilience etc.
  • Identify key successes and lessons learned from the CE4HOW
  • Identify strengths, weaknesses, and areas for improvement in the existing project management
  • Assess current coordination frameworks among project stakeholders, including, county departments of environment, Regen Organics and market actors and strategies to strengthen.
  • Provide concrete recommendations and suggestions for adaptive management, future program interventions/design, scale up and deepening.

All information/data provided will be handled with utmost confidentiality and will only be used for recruitment purposes.

Guidelines for Submission

  • Interested Consultants or firms are requested to submit.
  • Proposal and capability statement with clear methodological approach (technical proposal).
  • Detailed financial proposal in Kenyan Shillings: If the team consists of several members, the professional fees should be based on clear time allocation by each member to the various activities and all other costs directly related to them assignment such as logistics, travel, accommodation, administrative etc.
  • Recommendation or reference letters from previous assignments demonstrating the consultant’s relevant experience and performance.
  • Annexed to the proposal should be CVs of the evaluation team outlining previous evaluation experiences and accomplishment

Award criteria

The evaluation of the bids/proposals will be based on the best value for money, weighing up technical quality (the methodology and the CV of the consultant) and cost of the assignment.
