NTU International is preparing a proposal for the project “Cooperation Facility to Support the Implementation and Programming of EU Action and Team Europe Initiatives in Lesotho.”
In this context, NTU International is establishing a pool of qualified Non-Key Experts (Senior and Junior) to be mobilised on a short-term, on-demand basis during project implementation (48 months, expected start January 2027). Mobilisation will be subject to specific Terms of Reference and approval by the EU Delegation to the Lesotho.

Project: Cooperation Facility to Support the Implementation and Programming of EU Action and Team Europe Initiatives in Lesotho
Responsibilities
- Provide high-level technical advice on governance, public administration and institutional reforms.
- Conduct governance assessments, policy reviews and institutional analyses.
- Support the preparation of EU programming documents, Action Documents and technical studies.
- Advise on public sector reforms, decentralisation, accountability and public service delivery.
- Support policy dialogue with government institutions and development partners.
- Contribute to monitoring EU-funded governance programmes and provide recommendations for improving project performance.
Required Experience
- Minimum 10 years of professional experience in governance, public administration and institutional reform.
Advantage
- Previous experience in development cooperation projects.
- Previous experience with EU-funded projects and EU external cooperation
