Senior Gender and Inclusive Transport Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the integration of gender equality, social inclusion, and equitable access considerations into transport governance systems, infrastructure planning, road safety initiatives, and regional transport policies across West Africa.

NTU International is seeking a Senior Gender and Inclusive Transport Expert to support gender mainstreaming, inclusive transport planning, and social inclusion initiatives across the ECOWAS region.

Key Responsibilities

  • Support the integration of gender equality and social inclusion considerations into transport policies, infrastructure projects, and corridor governance initiatives;
  • Provide technical assistance on inclusive transport systems, gender-responsive infrastructure planning, and equitable mobility approaches;
  • Conduct gender and social inclusion assessments related to transport infrastructure and regional connectivity projects;
  • Support development of inclusive transport policies, action plans, and operational frameworks;
  • Advise ECOWAS institutions and Member States on gender mainstreaming, vulnerable groups, and inclusive governance mechanisms;
  • Promote integration of women, youth, persons with disabilities, and vulnerable populations into transport planning and decision-making processes;
  • Contribute to the preparation of social analyses, policy recommendations, safeguard documentation, and inclusion strategies;
  • Coordinate with public institutions, civil society organisations, development partners, and regional stakeholders;
  • Deliver workshops, consultations, and capacity-building activities related to gender equality and inclusive transport systems;
  • Contribute to monitoring, reporting, and evaluation of inclusion and gender mainstreaming activities.

Education

  • Master’s degree in gender studies, social sciences, transport planning, development studies, sociology, public policy, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in gender equality, social inclusion, transport governance, or development programmes;
  • Proven experience working on infrastructure, transport, or social development projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in gender mainstreaming, inclusive infrastructure, or social inclusion initiatives;
  • Demonstrated experience integrating gender equality and vulnerable group considerations into infrastructure or transport projects;
  • Experience related to transport systems, mobility planning, road safety, or regional integration programmes is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, UN agencies, EIB, or other international financial institutions is considered a strong asset;
  • Experience with stakeholder engagement, social safeguards, or community consultation processes is considered an asset;
  • Experience working with government institutions, NGOs, regional organisations, or civil society actors is considered an advantage.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
