Senior Crash Data Systems Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support the deployment and operationalisation of integrated road crash data systems across the ECOWAS region, including harmonised crash data frameworks, interoperability mechanisms, and evidence-based road safety monitoring systems.
NTU International is seeking a Senior Crash Data Systems Expert to support the development, integration, and management of road crash data systems and road safety information platforms across West Africa.
Key Responsibilities
- Support the development and deployment of integrated road crash data management systems;
- Provide technical assistance on crash data collection methodologies, database management, and interoperability frameworks;
- Support integration of police, hospital, licensing, insurance, and road infrastructure databases into unified crash data systems;
- Advise on harmonised crash data templates, data standards, and road safety analytics methodologies;
- Support the development of digital dashboards, reporting systems, and road safety monitoring tools;
- Contribute to the preparation of technical specifications, operational procedures, analytical reports, and system assessments;
- Support data quality assurance, validation mechanisms, and evidence-based decision-making processes;
- Coordinate with transport institutions, police authorities, health agencies, ICT providers, and development partners;
- Deliver workshops, technical training, and capacity-building activities related to crash data systems and road safety analytics;
- Contribute to monitoring, reporting, and analytical outputs related to road crash data management and road safety performance.
Education
- Master’s degree in information systems, transport engineering, statistics, data analytics, road safety, public health, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in road safety data systems, information systems, transport analytics, or digital monitoring systems;
- Proven experience working on transport or road safety projects in developing countries, preferably in Sub-Saharan Africa;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in crash data systems, road safety information systems, or transport analytics;
- Demonstrated experience with integrated databases, data interoperability systems, digital monitoring platforms, or road safety observatories;
- Experience related to police databases, health information systems, GIS platforms, or transport monitoring systems is considered an advantage;
- Experience supporting projects financed by the EU, World Bank, AfDB, WHO, EIB, or other international financial institutions is considered a strong asset;
- Experience with data governance frameworks, analytics tools, or digital reporting systems is considered an asset;
- Experience coordinating with transport ministries, police authorities, health agencies, or regional organisations is considered an advantage.
Languages
- English or French (C1 mandatory);
- Working knowledge of the other language is considered an asset.
