Senior Climate-Resilient Infrastructure Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the integration of climate resilience and climate-proofing approaches into transport infrastructure planning, corridor development, road asset management, and regional transport governance systems across West Africa.

NTU International is seeking a Senior Climate-Resilient Infrastructure Expert to support climate adaptation, resilience mainstreaming, and sustainable infrastructure planning for regional transport systems across the ECOWAS region.

Key Responsibilities

  • Support the integration of climate resilience and climate adaptation measures into transport infrastructure projects and corridor initiatives;
  • Provide technical assistance on climate-proofing methodologies, disaster risk reduction, and resilient infrastructure design;
  • Conduct climate vulnerability assessments, resilience analyses, and climate risk screening for transport infrastructure projects;
  • Support the development of climate-resilient infrastructure standards, technical guidelines, and operational frameworks;
  • Advise ECOWAS institutions and Member States on resilient transport infrastructure planning and climate adaptation strategies;
  • Contribute to the integration of environmental sustainability, social inclusion, and resilience considerations into infrastructure projects;
  • Support the preparation of technical studies, resilience assessments, policy recommendations, and climate adaptation strategies;
  • Coordinate with transport authorities, environmental agencies, development partners, and regional stakeholders;
  • Deliver workshops, technical training, and capacity-building activities related to climate-resilient infrastructure and adaptation planning;
  • Contribute to monitoring, reporting, and analytical outputs related to resilience and climate adaptation initiatives.

Education

  • Master’s degree in civil engineering, climate change, environmental engineering, infrastructure resilience, disaster risk management, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in climate resilience, infrastructure adaptation, transport engineering, or sustainable infrastructure development;
  • Proven experience working on infrastructure or transport projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in climate-resilient infrastructure, climate adaptation, or disaster risk management related to transport or infrastructure sectors;
  • Demonstrated experience with climate vulnerability assessments, resilience screening, or climate-proofing of infrastructure projects;
  • Experience related to transport corridors, road infrastructure, bridge infrastructure, or regional connectivity projects is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, EIB, Green Climate Fund, or other international financial institutions is considered a strong asset;
  • Experience integrating climate resilience into infrastructure planning, asset management, or engineering standards is considered an asset;
  • Experience working with government institutions, regional organisations, or infrastructure agencies is considered an advantage.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
