Senior Road Safety Campaigns / Vulnerable Users Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support road safety awareness initiatives, inclusive road safety policies, and protection of vulnerable road users through targeted campaigns, institutional capacity-building, and integration of social inclusion considerations into transport systems across West Africa.

NTU International is seeking a Senior Road Safety Campaigns / Vulnerable Users Expert to support road safety awareness programmes, behavioural change campaigns, and inclusive road safety initiatives targeting vulnerable road users across the ECOWAS region.

Key Responsibilities

  • Support the design and implementation of road safety awareness campaigns and behavioural change initiatives;
  • Provide technical assistance on road safety communication strategies, public outreach programmes, and stakeholder engagement activities;
  • Support the integration of vulnerable road user considerations into transport policies and road safety programmes;
  • Advise on gender-sensitive and inclusive road safety approaches targeting women, youth, persons with disabilities, pedestrians, cyclists, and other vulnerable groups;
  • Support the development of communication materials, awareness tools, and public information campaigns;
  • Contribute to the preparation of road safety studies, communication strategies, analytical reports, and policy recommendations;
  • Coordinate with transport authorities, civil society organisations, educational institutions, media actors, and development partners;
  • Support road safety education initiatives, community engagement programmes, and advocacy campaigns;
  • Deliver workshops, consultations, and capacity-building activities related to road safety communication and vulnerable road users;
  • Contribute to monitoring, reporting, and evaluation of awareness campaigns and road safety outreach activities.

Education

  • Master’s degree in communications, public health, social sciences, transport safety, behavioural sciences, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in road safety campaigns, public awareness programmes, communication initiatives, or social inclusion projects;
  • Proven experience working on transport, road safety, or social development projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in road safety campaigns, behavioural change communication, or vulnerable road user programmes;
  • Demonstrated experience developing and implementing public awareness campaigns, outreach strategies, or communication programmes related to road safety;
  • Experience integrating gender equality, disability inclusion, youth participation, and social inclusion into transport or road safety initiatives;
  • Experience working with governments, NGOs, media organisations, educational institutions, or regional organisations is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, WHO, EIB, or other international financial institutions is considered an asset;
  • Experience in community engagement, advocacy, or stakeholder mobilisation is considered an advantage.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
