Senior Road Safety Institutional Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the strengthening of road safety governance systems across the ECOWAS region, including the establishment and reform of national road safety lead agencies, harmonisation of road safety frameworks, and development of institutional capacities for effective road safety management.

NTU International is seeking a Senior Road Safety Institutional Expert to support institutional strengthening, governance reforms, and strategic development of road safety systems across West Africa.

Key Responsibilities

  • Support the establishment, reform, and strengthening of national road safety lead agencies and institutional frameworks;
  • Provide technical assistance on road safety governance systems, institutional coordination mechanisms, and regulatory frameworks;
  • Support the development and implementation of national and regional road safety strategies, action plans, and institutional reforms;
  • Advise ECOWAS institutions and Member States on road safety governance, enforcement systems, and institutional mandates;
  • Support institutional coordination among transport authorities, police, health institutions, and other road safety stakeholders;
  • Contribute to the preparation of institutional assessments, governance analyses, policy recommendations, and technical reports;
  • Promote integration of gender equality, youth inclusion, disability considerations, and vulnerable road user protection into road safety systems;
  • Coordinate with ECOWAS institutions, national authorities, regional organisations, and development partners;
  • Deliver workshops, consultations, and capacity-building activities related to road safety governance and institutional strengthening;
  • Contribute to monitoring, reporting, and evaluation of road safety governance initiatives and institutional reforms.

Education

  • Master’s degree in transport safety, public administration, engineering, public policy, road safety, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in road safety, transport governance, institutional reform, or public sector management;
  • Proven experience working on transport or road safety projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in road safety governance, institutional strengthening, or transport safety management;
  • Demonstrated experience supporting road safety agencies, institutional reforms, or national road safety strategies;
  • Experience related to road safety enforcement systems, institutional coordination, or regulatory frameworks is considered an advantage;
  • Experience working with ECOWAS, WHO, AU, SSATP, World Bank, or other regional/international road safety initiatives is considered a strong asset;
  • Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset;
  • Experience coordinating with transport ministries, police authorities, health institutions, or regional organisations is considered an advantage.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
