Senior Transport Data Systems Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the development and operationalisation of digital transport systems, regional observatories, interoperable databases, and data-driven decision-making tools to improve corridor performance, transport governance, and infrastructure management across West Africa.

NTU International is seeking a Senior Transport Data Systems Expert to support the design, development, integration, and management of transport data systems and digital platforms across the ECOWAS region.

Key Responsibilities

  • Support the design, development, and operationalisation of transport data systems, digital platforms, and information management tools;
  • Provide technical assistance on transport databases, interoperability frameworks, and data governance systems;
  • Support the development of regional and national transport observatories and digital monitoring systems;
  • Advise on data collection methodologies, data quality standards, and information management procedures;
  • Support the integration and interoperability of transport, logistics, customs, and corridor management systems;
  • Contribute to the development of digital dashboards, GIS-based tools, and transport performance monitoring platforms;
  • Support the preparation of technical specifications, system assessments, operational procedures, and digitalisation strategies;
  • Coordinate with ECOWAS institutions, national authorities, IT providers, and development partners;
  • Deliver workshops, technical training, and capacity-building activities related to transport data systems and digital platforms;
  • Contribute to monitoring, reporting, and analytical outputs related to transport data management and digital systems implementation.

Education

  • Master’s degree in information systems, computer science, data analytics, transport engineering, GIS, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in digital systems, transport data management, information systems, or infrastructure data analytics;
  • Proven experience working on digitalisation or transport sector projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in transport data systems, digital platforms, databases, or infrastructure information systems;
  • Demonstrated experience with transport observatories, GIS systems, corridor monitoring platforms, or infrastructure data management tools;
  • Experience with interoperability standards, data governance frameworks, and digital integration systems is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset;
  • Experience related to corridor management, customs systems, logistics monitoring, or road asset management systems is considered an advantage;
  • Experience coordinating with public institutions, ICT providers, or regional organisations is considered an asset.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
