Senior Corridor Performance Observatory Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the establishment and operationalisation of Corridor Performance Observatories, including harmonised methodologies, digital monitoring systems, logistics performance indicators, and regional data-sharing mechanisms to improve transport corridor efficiency and governance across West Africa.

NTU International is seeking a Senior Corridor Performance Observatory Expert to support the development, management, and operationalisation of corridor performance observatories and logistics monitoring systems across the ECOWAS region.

Key Responsibilities

  • Support the establishment and operationalisation of regional and national Corridor Performance Observatories;
  • Provide technical assistance on corridor performance monitoring systems, logistics indicators, and transport analytics methodologies;
  • Support the development of harmonised data collection methodologies and corridor performance frameworks;
  • Advise on digital dashboards, observatory platforms, and real-time corridor monitoring systems;
  • Support interoperability between national observatories and regional transport monitoring platforms;
  • Contribute to the preparation of corridor performance reports, analytical studies, and logistics assessments;
  • Support monitoring of key indicators including border crossing times, transport costs, infrastructure conditions, and logistics efficiency;
  • Coordinate with ECOWAS institutions, customs authorities, transport agencies, corridor stakeholders, and development partners;
  • Deliver technical workshops, training sessions, and capacity-building activities related to corridor observatories and logistics monitoring;
  • Contribute to monitoring, reporting, and analytical outputs related to corridor performance and regional transport efficiency.

Education

  • Master’s degree in transport economics, logistics, data analytics, information systems, transport planning, or another relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in corridor performance monitoring, logistics analysis, transport observatories, or infrastructure data systems;
  • Proven experience working on transport, logistics, or regional integration projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

  • Minimum 7 years of experience in corridor observatories, transport monitoring systems, logistics analytics, or infrastructure performance assessment;
  • Demonstrated experience with digital observatory platforms, logistics KPIs, corridor performance methodologies, or regional monitoring systems;
  • Experience with transport corridors, customs systems, trade facilitation, or multimodal logistics systems is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset;
  • Experience with data visualisation, GIS tools, dashboards, or transport analytics platforms is considered an asset;
  • Experience coordinating with transport institutions, customs agencies, or regional organisations is considered an advantage.

Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
