Senior AI / Digital Transformation Expert

NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support the digital transformation of transport governance systems across the ECOWAS region through the integration of artificial intelligence, digital platforms, smart monitoring systems, and data-driven decision-making tools.

NTU International is seeking a Senior AI / Digital Transformation Expert to support digital transformation initiatives, AI integration, smart transport systems, and innovation-driven governance solutions across West Africa.

Key Responsibilities

• Support the development and implementation of digital transformation strategies and smart transport governance solutions;
• Provide technical assistance on the integration of artificial intelligence and digital technologies into transport, logistics, and infrastructure systems;
• Support the development of AI-enabled monitoring tools, predictive analytics systems, and digital decision-support platforms;
• Advise on automation, digital interoperability, data governance, and innovation frameworks for transport governance systems;
• Support digitalisation initiatives related to corridor monitoring, customs systems, road safety, transport observatories, and infrastructure management;
• Contribute to the preparation of digital transformation strategies, technical specifications, innovation roadmaps, and operational guidelines;
• Promote the use of emerging technologies and data-driven approaches to improve transport governance and regional connectivity;
• Coordinate with ECOWAS institutions, ICT providers, transport agencies, and development partners;
• Deliver workshops, technical training, and capacity-building activities related to AI applications and digital transformation in the transport sector;
• Contribute to monitoring, reporting, and analytical outputs related to digital innovation and AI integration initiatives.

Education

• Master’s degree in computer science, artificial intelligence, information systems, digital innovation, data science, or another relevant field.

General Professional Experience

• Minimum 10 years of professional experience in digital transformation, information systems, artificial intelligence, or smart infrastructure systems;
• Proven experience working on digitalisation or infrastructure sector projects in developing countries, preferably in Sub-Saharan Africa;
• Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

• Minimum 7 years of experience in digital transformation, AI systems, smart governance platforms, or digital innovation projects;
• Demonstrated experience with AI applications, automation systems, predictive analytics, digital monitoring tools, or data-driven decision-support systems;
• Experience related to transport systems, logistics, infrastructure management, customs digitalisation, or smart mobility initiatives is considered an advantage;
• Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset;
• Experience with interoperability frameworks, digital governance systems, or public sector digitalisation initiatives is considered an asset;
• Experience coordinating with public institutions, ICT providers, innovation ecosystems, or regional organisations is considered an advantage.

Languages

• English or French (C1 mandatory);
• Working knowledge of the other language is considered an asset.
