Senior Border Management / Joint Border Post Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support the automation and modernisation of Joint Border Posts (JBPs), harmonisation of border procedures, and strengthening of regional border management systems to improve trade facilitation, corridor efficiency, and regional integration across West Africa.
NTU International is seeking a Senior Border Management / Joint Border Post Expert to support border management reforms, Joint Border Post operations, trade facilitation measures, and regional transport connectivity initiatives across the ECOWAS region.
Key Responsibilities
- Support the development, modernisation, and operationalisation of Joint Border Posts (JBPs) and border management systems;
- Provide technical assistance on border management procedures, customs coordination, and trade facilitation mechanisms;
- Support harmonisation of border control procedures, operational frameworks, and inter-agency coordination systems;
- Advise on One-Stop Border Post (OSBP) models, border automation, and regional interoperability initiatives;
- Support the deployment of digital border management tools and data-sharing systems;
- Facilitate coordination among customs authorities, border agencies, transport institutions, and regional stakeholders;
- Contribute to the preparation of operational procedures, technical guidelines, border assessments, and institutional analyses;
- Support initiatives aimed at reducing border crossing times, improving transparency, and enhancing corridor efficiency;
- Deliver workshops, technical training, and capacity-building activities related to border management and trade facilitation;
- Contribute to monitoring, reporting, and analytical outputs related to border management and corridor operations.
Education
- Master’s degree in transport, customs administration, logistics, international trade, public administration, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in border management, customs coordination, trade facilitation, or transport logistics;
- Proven experience working on transport, trade facilitation, or regional integration projects in developing countries, preferably in Sub-Saharan Africa;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in border management systems, Joint Border Posts (JBPs), One-Stop Border Posts (OSBPs), or customs coordination;
- Demonstrated experience with trade facilitation reforms, customs procedures, or regional transport corridors;
- Experience supporting border modernisation, digital border systems, or customs interoperability initiatives is considered an advantage;
- Experience working with ECOWAS, UEMOA, AfCFTA, WCO, or other regional/international trade facilitation frameworks is considered a strong asset;
- Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset;
- Experience facilitating inter-agency coordination and stakeholder dialogue among border management institutions is considered an advantage.
Languages
- English or French (C1 mandatory);
- Working knowledge of the other language is considered an asset.
