Senior Road Asset Management Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support ECOWAS and Member States in strengthening climate-resilient road asset management systems, harmonised maintenance practices, and data-driven infrastructure management approaches for regional transport corridors and national road networks.
NTU International is seeking a Senior Road Asset Management Expert to support the development and implementation of road asset management systems, maintenance planning frameworks, and sustainable infrastructure management practices across the ECOWAS region.
Key Responsibilities
- Support the development and strengthening of road asset management systems and maintenance planning frameworks;
- Provide technical assistance on lifecycle asset management, maintenance prioritisation, and infrastructure performance monitoring;
- Support the development and implementation of Road Management Systems (RMS) and related digital tools;
- Conduct technical assessments of road infrastructure conditions and maintenance needs;
- Support harmonisation of road and bridge design, maintenance, and asset management standards across the ECOWAS region;
- Contribute to climate-resilient and environmentally sustainable road asset management practices;
- Support the development of maintenance strategies, asset inventories, and investment planning tools;
- Coordinate with ECOWAS institutions, national road agencies, and development partners on road asset management initiatives;
- Deliver workshops, training sessions, and technical capacity-building activities related to road asset management systems and maintenance planning;
- Contribute to monitoring, reporting, and analytical outputs related to road asset management and infrastructure performance.
Education
- Master’s degree in civil engineering, transport infrastructure, pavement engineering, infrastructure asset management, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in road infrastructure management, road maintenance, or transport engineering;
- Proven experience working on transport infrastructure projects in developing countries, preferably in Sub-Saharan Africa;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience in road asset management systems, road maintenance planning, or infrastructure management;
- Demonstrated experience with Road Management Systems (RMS), asset inventories, pavement management systems, or maintenance monitoring tools;
- Experience in climate-resilient road infrastructure and sustainable maintenance practices is considered an advantage;
- Experience with regional transport corridors, road rehabilitation, or maintenance programmes financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset;
- Experience with infrastructure data systems, GIS, or digital asset management tools is an asset;
- Experience working with road agencies, transport ministries, or regional organisations is considered an advantage.
Languages
English or French (C1 mandatory);
Working knowledge of the other language is considered an asset.
