Senior Road Maintenance Fund Expert
NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.
The Technical Assistance will support ECOWAS and Member States in strengthening sustainable road maintenance financing systems, including the establishment and operationalisation of second- and third-generation Road Maintenance Funds (RMFs), performance-based financing mechanisms, and regional harmonisation of maintenance practices.
NTU International is seeking a Senior Road Maintenance Fund Expert to support legal, institutional, financial, and operational reforms related to road maintenance financing and Road Maintenance Funds across the ECOWAS region.
Key Responsibilities
- Support the establishment, reform, and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS Member States;
- Provide technical assistance on sustainable road maintenance financing mechanisms and governance systems;
- Support the preparation and review of legal, institutional, and regulatory frameworks related to RMFs and road maintenance financing;
- Advise on user-based financing mechanisms, including fuel levies, toll systems, and other sustainable funding approaches;
- Support the development of transparent, decentralised, and performance-based maintenance financing systems;
- Contribute to the strengthening of governance structures, operational procedures, and accountability mechanisms for RMFs;
- Support the preparation of technical guidelines, operational manuals, and financing frameworks;
- Coordinate with ECOWAS institutions, national authorities, development partners, and road agencies;
- Deliver capacity-building activities, workshops, and technical training related to road maintenance financing and governance;
- Contribute to monitoring, reporting, and analytical outputs related to road maintenance financing reforms.
Education
- Master’s degree in civil engineering, transport economics, infrastructure finance, public administration, or another relevant field.
General Professional Experience
- Minimum 10 years of professional experience in road maintenance financing, infrastructure management, or transport sector reforms;
- Proven experience working on infrastructure or transport sector projects in developing countries, preferably in Sub-Saharan Africa;
- Experience in international development cooperation and donor-funded programmes.
Specific Professional Experience
- Minimum 7 years of experience related to Road Maintenance Funds (RMFs), road maintenance financing systems, or infrastructure funding mechanisms;
- Demonstrated experience in institutional and legal reforms related to transport or infrastructure financing;
- Experience with road maintenance policies, governance systems, and sustainable financing instruments;
- Experience supporting transport sector reforms financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered a strong asset;
- Experience with performance-based maintenance financing and procurement systems is considered an advantage;
- Experience working with public institutions, road agencies, or regional organisations is an asset.
Languages
- English or French (C1 mandatory);
- Working knowledge of the other language is considered an asset.
