NTU International A/S is leading a consortium for the implementation of the EU funded project called: Higher Education System Strengthening Project II – Somalia and is searching for experts to support the core team during the implementation of this project.

The overall objective of this assignment is to strengthen the capacity of the higher education system for enhanced coordination, regulation and sustainability of interventions in Somalia.

Location: Mogadishu, Somalia.

Duration: The intended start date is 1st October 2026 and the period of implementation of the contract will be 36 months from this date.

Non-Key Expert: HEMIS / Education Management Information Systems Specialist (senior)

☝️ Minimum Qualifications and skills:

• Degree in information systems, computer science, statistics or data management; postgraduate qualification in education statistics or data analytics an advantage.
• Strong database design, programming and data‑analysis skills.
• Understanding of data protection and privacy standards.

☝️Specific professional experience:

• At least 10 years’ experience developing and operating education‑sector management information systems; experience with higher‑education indicators is essential.
• Demonstrated capacity to design databases, dashboards and reporting tools and to train users in data entry and analysis.
• Experience working in low‑resource environments and ensuring system functionality despite bandwidth/power limitations.
• Ability to produce data‑driven reports that inform planning and policy decisions.
