NTU International A/S is leading a consortium for the implementation of the EU funded project called: Higher Education System Strengthening Project II – Somalia and is searching for experts to support the core team during the implementation of this project.
The overall objective of this assignment is to strengthen the capacity of the higher education system for enhanced coordination, regulation and sustainability of interventions in Somalia.
Location: Mogadishu, Somalia.
Duration: The intended start date is 1st October 2026 and the period of implementation of the contract will be 36 months from this date.
Non-Key Expert: Governance & Institutional Development Expert (senior)
☝️ Minimum Qualifications and skills:
- Degree in public administration, organisational development, higher‑education management or a related discipline.
- Training in institutional governance and organisational change management.
- Knowledge of Somali political and administrative structures.
☝️Specific professional experience:
- At least 10 years’ experience strengthening governance and organisational capacity in public institutions or higher‑education settings.
- Track record of designing or reforming governance structures, including the establishment of commissions or councils.
- Experience working with political stakeholders to build consensus around institutional reforms.
- Ability to facilitate strategic planning, sustainability and change‑management processes tailored to different regions (federal, Puntland, Somaliland).
