The Regional Human Resources Manager is responsible for the full range of HR functions within IUCN ROWA, ensuring compliance with IUCN global policies, Jordanian labor legislation, and international best practices. The role also encompasses office administration, legal compliance, and support to country offices within the ROWA region.

Human Resources Management
• Ensure implementation of and compliance with IUCN HR policies, systems, and practices in alignment with the business plan and the legal environment, incorporating equal opportunity and gender concerns.
• Advise line managers and staff on the interpretation and application of IUCN's HR policies and procedures.
• Provide guidance to line managers and staff on performance management, individual work plans, performance improvement plans, and performance reviews.
• Ensure timely performance evaluations and goal setting for direct reports, and provide relevant inputs for functional reports.
• Develop and maintain up-to-date compensation and benefits monitoring reports for comparison and analysis.
• Provide HR management information reports to the senior management team as required.
• Lead the Regional Application of HR annual cycle and new policy and procedure roll outs.
• Serve as a key contributor to the HRMG team in the review and development of new policies and procedures.

Recruitment & Contract Administration
• Support the end-to-end recruitment process, from vacancy announcement through to job offer and induction for new staff.
• Work in partnership with line managers to develop recruitment plans and advise on advertising, selection tools, long-listing, short-listing, and interview panels, in full coordination with Project Managers and the Regional Director.
• Administer the system for the recruitment of consultants and the preparation, management, and monitoring of consultancy contracts.
• Oversee contract and benefits administration regarding issuance, renewal, and revision for all contracts (staff, consultants, interns, JPOs, secondees, etc.).
• Ensure departure processes, end-of-contract payments, and exit interviews are conducted for departing staff.

Payroll, Learning & Development
• Develop and oversee the monthly payroll process in IUCN ROWA in coordination with the Regional Finance Manager.
• Conduct capacity building needs assessments and develop and facilitate the implementation of capacity building plans.
• Identify learning and training opportunities for staff, both internally and externally.
• Formulate and implement training and development programmes and succession plans to continuously upgrade organisational and individual capacity.

Employee Relations & Culture
• Support line managers in team building, conflict management, and leadership challenges.
• Evaluate office culture and provide recommendations to accomplish organisational goals and objectives.
• Take a lead role in managing relationships between staff and the broader organisation.
• Draw the attention of the Regional Director, in a timely manner, to any HR risks, legal compliance issues, conduct matters, or employee relations concerns, and recommend possible resolutions.
• Develop and maintain close working relationships with HR peers across IUCN to ensure best practices are shared.

Legal Compliance & External Relations
• Develop, maintain, and strengthen high-level relationships with Jordanian Ministries relating to labour and employment in the ROWA region.
• Ensure IUCN complies with all applicable local labour laws for the regional and country offices, and recommend policy or benefit structure adjustments in response to any legal revisions.
• Register all staff members with appropriate authorities and oversee provident fund contributions in accordance with prevailing laws.
• Follow up on staff residency requirements with all relevant authorities.
• Provide advice and guidance on local legal issues relating to IUCN staff, participants, and visitors to Jordan, and ensure timely alerts on all relevant legal matters.
• Follow up on the legal framework and hosting country agreements for any new country office in the West Asia region.

Office & Regional Administration
• Manage ROWA office building leases and negotiate favourable terms in full coordination with the Regional Director.
• Follow up on ROWA staff health insurance in coordination with the Regional Director.
• Oversee similar HR and administrative tasks in IUCN Project Offices across other countries in the ROWA region.
• Perform other duties as may be reasonably required by and mutually agreed with the line manager.
