Project Finance and Administration Officer, Madagascar

The Project Finance and Administration Officer, a full-time P1 position under IUCN grades, will be responsible for ensuring the smooth operation of financial and administrative functions for the project, as well as financial reporting. The Officer will support budgeting, procurement, bookkeeping for the project, posting project expenditures in NAV System and reporting to the Project Manager monthly basis (Budget vs Actuals). The salary scale applied to this position is based on the IUCN Mozambique salary structure, as a market survey for IUCN staff in Madagascar has not yet been conducted. Mozambique is used as a proxy due to its comparable economic context and alignment with salary scales of similar organizations in the region. The Officer will also support compliance to IKI Administrative guidelines for all the project expenses in Madagascar. The position will be nationally recruited and based in Madagascar.
DUTIES
MAJOR RESPONSIBILITIES;
The Finance and Administration Officer will support implementation of the project in ensuring the smooth and efficient delivery of financial, administrative, and human resource services. This position will focus on providing day-to-day support for accounting, reporting, procurement, logistics, and office administration in line with IUCN policies, donor requirements, and national regulations.
SPECIFIC DUTIES
Financial Management;
Support the preparation of monthly and quarterly financial reports, ensuring accuracy, completeness, and timeliness.
Assist in the preparation of annual budgets, forecasts, and donor financial reports.
Maintain up-to-date accounting records and support documentation in accordance with IUCN policies and audit standards.
Monitor expenditures against budgets and flag variances for corrective action.
Support the financial review of project activities, ensuring compliance with donor rules and internal controls.
Assist in monthly bank reconciliations, petty cash management, and cash requests.
Financial Control, Compliance, and Risk Management;
Ensure that all supporting documents for financial transactions are properly filed and easily accessible.
Support internal and external audit processes by preparing required documentation.
Assist in implementing internal control procedures and monitoring compliance with IUCN financial policies and host country regulations.
Administration and Procurement;
Support office procurement processes, including obtaining quotations, preparing purchase orders, and maintaining procurement files.
Maintain and update the office inventory and fixed asset register.
Assist in coordinating vehicle management, office maintenance, and insurance renewals.
Support logistics for meetings, workshops, and staff travel arrangements.
Human Resources Administration
Maintain staff personnel files and ensure that HR documentation is complete and up to date.
Support recruitment processes (advertising, shortlisting, scheduling interviews).
Assist with onboarding new staff, preparing contracts, and ensuring compliance with local labour laws.
Support payroll preparation and statutory deductions submissions.
Support to Country Office Operations;
Provide day-to-day support to programme and project teams on financial and administrative requirements.
Support the Finance and Administration Manager in preparing management reports for internal and donor reporting.
Liaise with suppliers, service providers, and government offices as required.
Other Duties;
Any other tasks assigned by the Finance and Administration Manager or Country Representative to ensure smooth functioning of the Country Office.
