Individual Consultancy to Support the “Beyond 2030” National Development Strategy
Background
The Government of Kenya, through its key policy institutions, is strengthening evidence-based economic policy and strategy development. As part of this effort, the Kenya Institute for Public Policy Research and Analysis (KIPPRA), and international partners are working to deepen institutional capacity in Social Accounting Matrix (SAM) construction, Computable General Equilibrium (CGE) modelling, and macroeconomic policy analysis.
Leveraging the long-standing partnership between KIPPRA and International Food Policy Research Institute (IFPRI), KIPPRA has requested IFPRI and the CGIAR Policy Innovations Program to support their “Beyond 2030 National Development Strategy”. As the Vision 2030 implementation period draws to a close, planning process is underway for Kenya’s new national development blueprint-beyond 2030. In this regard, KIPPRA whose mandate is to improve public policy making has been tasked with providing an economy-wide foresight analysis of implementing the “Beyond 2030” national blueprint. To support KIPPRA, IFPRI seeks to hire a consultant with in-depth understanding of IFPRI and KIPPRA operational framework, SAM building skills, and CGE modelling skills.
Objectives of the Assignment
The consultancy will provide technical and coordination support to KIPPRA and IFPRI in the design and delivery of the “Beyond 2030” project, ensuring high-quality outputs and effective engagement between partners.
Deliverables
The consultant will be expected to:
- Facilitate and support the finalization of the contract between KIPPRA, IFPRI, and the CGIAR Policy Innovations Program for the “Beyond 2030” project.
- Coordinate activities and communication between IFPRI and KIPPRA teams.
- Contribute to updating the Kenya Social Accounting Matrices (SAMs).
- Support the development of a detailed workplan to guide the delivery of the “Beyond 2030” project.
- Contribute to running the CGE model to generate foresight analysis for the “Beyond 2030” strategy.
- Support the drafting of a policy paper or chapter for inclusion in KIPPRA’s Annual Report.
- Monitor progress of the “Beyond 2030” project and provide technical backstopping to ensure timely and high-quality outputs.
- Undertake other relevant tasks as may be assigned in support of project objectives.
Selection Criteria
The consultant should demonstrate the following qualifications and competencies:
- Advanced degree (Master’s or higher) in Economics, International Development, Public Policy, or a related field, with a strong background in General Equilibrium Models.
- Strong analytical skills in macroeconomic, fiscal, trade policy, and growth analysis.
- Demonstrated leadership, initiative, and results orientation, with proven ability to work effectively.
- In-depth knowledge of stakeholder engagement between international organizations and government institutions, particularly IFPRI and KIPPRA.
- Excellent written and verbal communication skills, with the ability to engage effectively with high-level stakeholders.
- Prior work experience with national statistical offices, especially in compiling National Accounts, will be an added advantage.

Reporting and Deliverables
The consultant will report to the IFPRI team leader for the “Beyond 2030” project, in close coordination with KIPPRA. Specific deliverables will include:
- A finalized workplan for the “Beyond 2030” project.
- Updated Kenya SAMs as agreed with KIPPRA and IFPRI.
- Technical inputs and outputs from CGE modelling exercises.
- Draft and final contributions to the policy paper/annual report.
- Monthly progress updates and a final consultancy report.
