ENGIE’s Business Unit for the Asia Middle East and Africa (AMEA) region is headquartered in Dubai. About the Project
This is a greenfield OCGT project to be constructed with a net power capacity of 1440 MW, together with its ancillary equipment, associated infrastructure and facilities. The Project comprises the Plant and associated Electrical Special Facilities (ESF). The Plant will be located inland at a site situated one hundred sixty (160) km south-west of the City of Abu Dhabi.
Purpose of the Job
The EMD will be responsible for:
· Managing the Company including personnel recruitment, procedures and facilities in agreement with the Board of Directors and the long term business plan.
· Representing the Company and conduct relationships of the Company with the authorities, regulatory agencies, lenders, banks and professional organizations.
· Following up proper execution of the commercial and financial contracts and bringing in solutions to any argument or problem that may arise, in coordination with the Board of Directors.
· Manage EPC contractor related topics.
· Arranging that necessary permits and consents are obtained and maintained.
· Making sure that the Company is made aware of applicable changes in law and regulations.
· Promote a safe and environmental friendly company culture.
· Responsible for the P&L of the entity.
· Responsible for budgets and business plans.
· Periodically review plan status and risk its facing, develop plans to deal major issues, as pertinent and to seek approval of the Board.
· Envisage, seek approval, and implement necessary steps of a business/operating mid long term plan, of a plant.
Reporting line
The EMD will report to the Board of Directors and will closely interact with Company’s shareholders to benefit from their long experience of sizeable and well diversified portfolio, huge pool of resources & expertise in related fields and strong presence in the Middle East.
The EMD a as Engie Secondee will report to Asset manager GCC, and during construction phase will keep a reporting in a dotted line with the Head of Project GCC.
Key Accountabilities
· Conduct and/or coordinate and control all high level interfaces with key stakeholders as shareholders, authorities, banks and clients.
· During construction phase, makes sure that the project will follow the Good Engineering and Constructions Practices, and the best practices for Project Management according to the ENGIE’s group guidelines by the Industrial Project Oversight & Support team.
· Prepare medium and long-term budget forecasts. Monitor and report budget variances and deviations from forecasts on a regular basis.
· Fostering good industrial relations at the Site and with key local groups, communities and other stakeholders.
· Ensure preparedness for emergency incidents and coordinate with the mutual aid partners on the island.
· Make sure that the insurance coverage and policies are in place and claims procedures are followed properly. Ensure that no action takes place that may void the application of the policies.
· Set objectives for his team, evaluate personnel on a regular basis and set up salary and benefits policy in line with budget and implement incentive schemes approved by the Board of Directors.
· Report the health of the Company to the Board of Directors and the shareholder Companies as and when required.
· Act as an ambassador for cultural change where continuous improvement and drive towards operational excellence are key.
· Submit to the Board of Directors the annual operating budget for approval.
· Ensure operation within approved budgetary limits.
· Approve expenses incurred by subordinates in the course of performing their duties, in accordance with established policies and duties.
· Human Resources Management of the Company.
· Foster good working relation with the operator that is managing the site, its safety, integrity, availability and actual performance.
· Deal with disputes as pertinent, taking full responsibility and coordinating with eventual committee as pertinent.
· Ensure lenders covenants and other requirements are met. Deal with eventual refinancing in
accordance to Board/Shareholder’s guidance.
· Ensures a correct implementation of the Ethic Charter.
· Ensures application of the best practices as set out by the Shareholders
· Ensures correct governance.
· Ensures compliance, for listed companies, with the relevant Stock Market requirements.
Health, Safety and Environment
· Ensure an effective HSE strategy is in place to comply with applicable HSE legislation, ENGIE standards, ENGIE Group Rules (GR) and Generation International governance documents.
· Ensure sufficient and adequate resources are assigned to effectively manage HSE activities and appropriate supervision is in place for all activities.
· Promote a strong safety culture while ensuring that the HSE management of the stakeholders (including partners and clients) follows ENGIE’s vision, principles and procedures.
· Support the Project Company’s Construction Manager / Director to ensure they can fulfil their HSE role and responsibilities as detailed in their job description.
· Attend periodic HSE performance review meetings, for example, monthly HSE review meetings etc.
· Ensure GR09 “H&S in Industrial Projects” and GR02 “H&S with regards to Contractors” have been effectively implemented across the project.
· Demonstrate leadership commitment by visibility and actions

Qualifications
· University degree in Mechanical/ Electrical Engineering, MBA or similar.
Experience
· Public and third parties’ relationships experience.
· Management skills.
· 15+ years’ experience in a senior position in the power / energy sector with at least 3-5 years in a comparable position.
Language
· Excellent command of English.
Knowledge and Skills
· Strong interpersonal, negotiation and leadership skills. Strong technical and financial background and excellent knowledge of the energy markets.
· Must be able to work independently and being integrated in an international team.
· Experience in changing cultures.
Location/travel
· Based in GCC.
· Flexibility to travel throughout the region.
