The Technical, Operational, and Program Support (TOPS) project is a United States Agency for International Development (USAID) funded institutional support contract for USAID’s Bureau of Resilience, Environment and Food Security (REFS), designed to help the Agency meet the pressing challenges caused by climate change. TOPS aims to help USAID meet the increasing complexities of global development by recruiting top-notch technical assistance providers to work in USAID’s offices and provide direct support to USAID teams.
EnCompass is seeking a Senior Climate Smart Agriculture Consultant to support the USAID Haiti Mission’s Office of Economic Growth and Agriculture Development. The consultant will provide technical assistance to integrate climate smart agriculture into USAID’s Feed the Future and Climate portfolios.
The period of performance is on or about January - September 2025 and the expected level of effort is approximately 95 days.
Responsibilities
Provide expert technical services, including:
- Climate Smart Agriculture Communications Support - The consultant will provide communications support, ensuring that relevant content related to climate smart agriculture is integrated into reports and other communications deliverables on a weekly basis. Deliverables related to this work will include:
- Review of success stories and drafting of communication bullets on project results for OI weekly Embassy submissions and Country Team bullets each week.
- Review quarterly technical reports for Implementing Partners and provide recommendations for improvement.
- Work with the DOC team to develop two success stories each quarter for publication highlighting project outputs from Climate, NRM, Water and AG Programming.
- Serve as communication liaison, participating in monthly meetings with USAID/Washington about Haiti’s Feed the Future and Climate programming.
- Climate Smart Agriculture Implementation Support - The consultant will support implementation of the Agency’s Climate Smart Agriculture efforts to ensure that targets and goals are achieved. Deliverables related to this work will include:
- Draft/support development of a SOW to final Inter-Agency Award for a new USDA PAP focused on Mango Plant and Animal Health Fruit Fly trapping data program and corresponding capacity needs in conjunction with the Ministry of Agriculture, USAID, and USDA.
- Participate in monthly meetings with implementing partners and coordination meetings with international donors and the ministry of agriculture, clearly identifying as an ISC employee that does not represent USG
- Support technical design teams in the development of Climate smart AG oriented procurements such as the new Private Sector Partnership Cooperation APS that the Mission is launching. Mentor the new Seconded/TDY staff in bringing this APS and solicitation process to fruition.
- Backstop the AOR/COR as Activity Manager for two flagship Feed the Future Projects in the review and due diligence of Grants under contract evaluations and reviews and other duties as assigned to provide backstopping relief.
- Train and mentor incoming Cap Haitien FSN Agriculture specialists to understand the duties of the job, USAID programs and procedures, and train the new employee to undertake field trip reports and filings for MEL compliance. Provide the necessary background information for the new employee to take over these roles while backstopping water, natural resource management, and climate portfolios as needed and guide new employees to the USAID university where they can undertake required USAID AOR/COR training.
- Provide mentoring and on-the-job training to staff (including CORs/AORs) and to implementing partners to ensure the MEL and Climate integration is at the heart of all agriculture programming.
- Work with the EGAD MEL team to ensure timely reporting on DIS and assist USAID-Haiti in fulfilling the Agency's compliance with FTF reporting requirements.
- Support field trip planning logistics and itineraries for upcoming events and proactively communicate with USAID DOC team to ensure all materials and details are completed in advance of events
Requirements
Qualifications
- Equivalent of Master’s degree and 10 years of experience. Preferred areas of study include climate or environmental science, environmental economics, environmental engineering, natural resources management, ecology, or a related discipline.
Experience and Skills
- Understanding of the Haiti agriculture, climate, and water development context with experience working in Haiti on these issues
- Understanding of USAID Activity Management roles and responsibilities
- Working knowledge of Federal Government project development, management policy and documentation, business practices, and procurement and property management principles
- Demonstrated communication and coordination experience that is appropriate to the nature, complexity, and scope of Haiti’s climate and resilience issues
- Ability to manage, monitor, evaluate, and report on regional programs and activities
- Ability to identify significant regional economic, political, and social trends and assess their importance and potential impacts on USAID development assistance objectives and projects
- Demonstrated ability to work as a member of a team and to foster teamwork is required as is the ability to develop and maintain productive working relationships at all levels, including with staff and colleagues, the U.S. Ambassador and members of the U.S. country team across multiple countries, ministerial-level officials and local government officials, the heads of other donor agencies, and leaders of the NGO and corporate community in multiple countries.
- Ability to attend conference calls and virtual meetings with international clients outside of regular business hours
- Excellent English language communications skills (native speaker level). Demonstrated ability to communicate effectively through oral presentations and briefings, written reporting and analysis, and information technology tools
- Intermediate level French required, including ability to contribute to strategic communications efforts
- Proficiency with MS Office suite and Google Applications
- Willingness to travel internationally, as needed (approximately 1-2 trips a year)
- Willingness to travel to Washington DC (if not based in the area), as needed (approximately 1-2 times a year)
