EnCompass LLC is seeking an International Subject Matter Expert (SME) for an assignment to design and deliver Government to Government (G2G) MEL Training Programs for the USAID Localization Support activity in Nepal.
EnCompass is implementing the five-year USAID Localization Support Activity in Nepal. The activity’s primary purpose is to provide USAID/Nepal and Nepali implementing partners (IPs) with technical, logistical, and advisory services to support USAID/Nepal’s increasing localization programming. As part of this work, USAID/Nepal is committed to supporting the Government of Nepal (GON) in planning and implementing solutions to development challenges. It is imperative that USAID/Nepal and the GON work together to design and implement monitoring, evaluation, and learning (MEL) approaches to this work. Utilizing a MEL approach will ensure USAID and the GON understand what is working systematically and what adjustments are needed for better collaboration and to achieve results. To incorporate this approach, the USAID Localization Activity is designing, organizing, and facilitating a MEL training focused on fostering collaboration and integrating a monitoring and evaluation lens on Government to Government (G2G) initiatives that USAID/Nepal is undertaking with the Government of Nepal.
In support of the work noted above, EnCompass anticipates needing international subject matter expert (SME) to design, develop, and deliver the G2G (Government to Government) MEL training programs for the USAID Government Agreement Technical Representatives (GATRs) and federal and provincial key persons.
The main objective of this consultancy is to design, develop, and implement G2G MEL training for GATRs and federal and provincial government officials, with content and approaches tailored to each level's participants' specific needs and expertise in G2G MEL.
The G2G MEL training is foreseen at the following three levels:
- Training with USAID GATRs on their roles on G2G MEL. An international expert will conduct this training in collaboration with a national expert. This will be a half-day training with approximately 12-15 participants.
- G2G MEL workshop targeting USAID GATRs, federal and provincial level key persons. This will be a federal level 2-day workshop. It will be facilitated by international and national subject matter experts. There will be approximately 20-25 participants.
- G2G MEL Training Provincial Training. The training will be facilitated by the national experts and co-facilitated by GATRs, federal level training participants and localization team members. There will be 20-25 provincial and municipal officials. This is a 2-day training program, and there will be approximately 20-25 provincial and municipal officials in attendance.
Position Duties and Responsibilities
Essential functions of International SME (G2G):
- Review documents on USAID Localization Support programs and activities in Nepal and Nepal’s G2G MEL-related practices and approach within USAID. Collaborate with the National SME (G2G) to understand the context of the Nepal Government.
- Identify G2G MEL training needs at the three levels mentioned above. Discuss this with the National SME (G2G), USAID TOCOR, Government Officials, and the USAID Localization Support team.
- Design training content and topics based on the provided macro design format. Request the USAID Localization Support team's expertise to develop a contextually relevant macro design for the training collaboratively. USAID needs to approve the macro design of the following three trainings:
- G2G MEL training for USAID GATRs.
- G2G MEL workshop to USAID GATRs, USAID staff, and federal level and some key provincial-level government officials
- G2G MEL Training to Provincial level and municipal level government officials.
- After USAID approves the macro design, develop training facilitation guides for each training program. Request the USAID Localization Support team's expertise to develop a contextually relevant facilitation guide.
- Facilitate key sessions in G2G MEL training for USAID GTARs and a G2G MEL workshop at the federal level. Coordinate with the National SME (G2G) for facilitation assistance and coordinate with the USAID Localization Support team for logistical management.
- Prepare the training and workshop completion reports.
Deliverables:
- Training Need Assessment report
- Macro Design of three G2G MEL Trainings
- Facilitation Guide of three G2G MEL Training
- Sessions delivery in MEL training and G2G MEL workshop
- Training completion report
Period of Performance and Level of Effort (LOE):
- The LOE for the International SME is approximately up to 25 days.

Qualifications
Academic Qualifications
- Minimum of a master’s degree in management, governance, economics, or education and 12 years of experience (preferably with specialization in MEL) OR PhD and 10 years’ professional relevant experience
Experience and Skills
Required:
- Must have at least 8 years of work experience in MEL activities in International Development projects
- Experience working with USAID and understanding of USAID MEL and CLA regulations, policies, and guidance
- Superior written and oral communication and presentation skills in English. Experience communicating evidence effectively for practitioner audiences
- Strong interpersonal skills.
- MEL experience in Nepal or other countries in the South Asia region (Bhutan, India, the Maldives, Bangladesh, Pakistan, Sri Lanka)
Preferred:
- G2G experience in Nepal or elsewhere highly preferred
- Understanding of governance and legal frameworks within the Nepal context
- Experience working with the Government of Nepal
- Previous experience in G2G and MEL training
- Journal publications in G2G and/or MEL
- Experience identifying and using diverse evidence sources to encourage robust decision-making
