Consultancy Description

EnCompass LLC is seeking a Cambodia-Based Facilitation Consultant to help facilitate multiple (exact number TBD) 1-2 hour Training of Trainers (TOT) for the PMI Evolve project in Cambodia.

The President’s Malaria Initiative (PMI) Evolving Vector Control to Fight Malaria (Evolve) Project supports the U.S. President’s Malaria Initiative (PMI) and U.S. Agency for International Development (USAID) missions and bureaus with the planning, implementing, and monitoring of malaria vector control programs in several countries.

As a subcontractor to Abt Global, EnCompass facilitates the co-design, co-implementation, and joint monitoring of PMI Evolve’s overall capacity-strengthening approach, designing activities and materials to build in-country capacity in the various technical and organizational competencies needed to plan, implement, and monitor successful malaria vector control activities.

The TOTs in Cambodia are meant to equip graduates of an entomology training to become trainers for the course. These TOTs are tentatively scheduled for February 2025 and will likely take place in provinces outside of Phnom Penh. Additionally, the consultant may need to visit the National Center for Parasitology, Entomology, and Malaria Control (CNM) and the PMI Evolve Cambodia office in Phnom Penh to prepare for the TOT.

The total anticipated Level of Effort (LOE) for this contract is 3 days.

Qualifications

Academic Qualifications

  • Minimum of a Bachelor’s degree

Experience and Skills

Required:

  • Minimum of 5 years of experience in facilitating adult learning experiences, preferably with USAID-funded programs

Language:

  • Fluent in Khmer for training delivery and participant engagement.

  • Proficient in English for communication with PMI Evolve and documentation.

  • Able to translate training materials and bridge language gaps between Khmer and English speakers.

Location:

  • Based in Cambodia

  • Flexible and willing to travel for meetings and training in various provinces and Phnom Penh.

Cultural:

  • Culturally sensitive and able to tailor training to diverse audiences, including government staff at all levels.

Flexibility and Adaptability:

  • Able to adjust training content and delivery based on participant feedback and needs.

  • Resourceful and adaptable in responding to unforeseen challenges.

Preferred:

  • Strong understanding of malaria topics and/or capacity strengthening (adult and larval sampling techniques, sample processing and documentation, adult learning theories and facilitation best practices)

  • Based in Phnom Penh
