Position Description

EnCompass LLC is seeking Director, Data and Learning candidates for the anticipated five-year United States Agency for International Development (USAID) Georgia Collaborating, Capacity, Learning and Adapting (CCLA) Support Services Activity.

CCLA aims to enable data-driven decision-making, institutional capacity strengthening, and evidence-based collaborating, learning, and adapting within and amongst USAID/Georgia and its partners to improve USAID program management and development impact in Georgia. CCLA has four Workstreams:

  • Data: generate, collect, review, curate, analyze, and synthesize key information for decision-making.
  • Learning: regularly hold information and learning-sharing events to support decision-making processes, utilizing data generated and analyzed.
  • Adapting: ensure USAID staff and partners have the skills and resources to effectively respond to shifting priorities and contexts utilizing data generated and learning derived.
  • Collaboration and Capacity: develop and utilize mechanisms/tools for multi-stakeholder collaboration and address partner entities’ human and institutional capacity gaps.

The Director, Data and Learning will oversee the implementation of key technical activities focused on data analysis, Collaborating, Learning, and Adapting (CLA), knowledge management, and facilitating communities of practice. The Director, Data and Learning will design tools, resources, events, and systems to support and institutionalize reflective, adaptive, and continuous learning. The Director, Data and Learning will have demonstrated experience focusing on results and impact, with a strong strategic vision and an understanding of systems approaches to program monitoring evaluation and learning (MEL). The Director, Data and Learning will design and facilitate intentional and on-time needs-based learning events that lead to actionable adaptive management plans. The Director, Data and Learning will also supervise a small team of staff focused on CLA, knowledge management, data, and learning activities. They will understand how to foster a culture of continuous improvement and learning and will maintain high self-awareness and personal improvement skills.

The position will be full-time and based in Tbilisi, Georgia, with travel throughout the country.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Provides technical direction for all data creation, analysis, and systematization, ensuring USAID/Georgia’s repository of studies and assessments are accessible and generate actionable knowledge.
  • Leads research, assessments, and analysis activities, including analysis or synthesis of USAID/Georgia and partner data
  • Supports the promotion of a data-driven ecosystem among USAID/Georgia, its partners, and stakeholders
  • Designs and facilitates key learning opportunities and adaptive management systems, supporting the Mission and its stakeholders to define and answer key learning questions and ensures learning leads to adapting
  • Responsible for developing and overseeing the implementation of USAID/Georgia’s Collaborating, Learning, and Adapting (CLA) Agenda and Implementation Plan
  • Leads CCLA’s learning and knowledge sharing activities, including by managing the facilitation of sectoral and development objective-level pause and reflect sessions and creating feedback loops with USAID offices, implementing partners, and key stakeholders including government and private sector stakeholders
  • Supports development and implementation of the Mission’s Learning Agenda, with activities and best practices that promote learning to meet USAID/Georgia goals and manage the promotion and use of the Learning Agenda
  • Responsible for managing CCLA’s support to USAID/Georgia in its development, implementation and closeout of the Mission’s Country Development Cooperation Strategy (CDCS).
  • Supports Mission portfolio review processes, Mid-Course Stock Taking (MCT) and other CLA activities as requested by the Mission
  • Designs, supports and facilitates Communities of Practice within the Mission and among implementing partners
  • Designs approaches to promote and oversee collaborative dialogue and learning among USAID, implementing partners, and other stakeholders around emerging issues, facilitates reflections on the implications of new learning, and assists in responding to key learning findings
  • Works closely with the CCLA team to develop and maintain a knowledge management system for learning and adapting development programs as well as manage a learning and adapting log
  • Ensures program information is shared and effectively used through knowledge sharing and strategic learning processes to adapt and improve programming as well as bring new innovations to the Mission’s work
  • Ensure clear objectives are set, resources are coordinated, and feedback loops are used to adjust approaches as needed
  • Reviews project deliverables related to CLA, data, knowledge management, and learning to ensure quality standards are met and quality assurance processes are followed
  • Establishes, builds, and maintains collaborative relationships with stakeholders relevant to the learning needs of USAID/Georgia, including implementing partners and government stakeholders
  • Supervises a team of CLA, data, knowledge management, and learning specialists

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a Bachelor’s degree in international development, social science, or a relevant field; Advanced degree preferred.

Experience and Skills

Required:

  • At least 8 years of relevant experience and technical knowledge in strategic planning and implementation of USAID CLA, learning, data, and knowledge management activities
  • At least 4 years of relevant management and direct supervision experience
  • Strong knowledge and understanding of USAID policies, frameworks, tools, and approaches relevant to data, CLA, knowledge management, organizational development, business process improvement, and data collection and analysis
  • Experience supervising CLA, knowledge management, and/or data-focused staff on USAID programs
  • Experience conducting quality control of USAID deliverables and work products
  • Experience leading the design and implementation of CLA Agendas and Implementation Plans as well as USAID Mission learning activities such as pause and reflect sessions, portfolio reviews, and CDCS Mid-course stock-taking (MCT) workshops
  • Demonstrated experience applying ‘best practice’ approaches and methods for data analysis, research, and assessments for USAID activities
  • Experience facilitating medium to large-sized stakeholder events
  • Ability to effectively collaborate and work with USAID staff, implementing partners, and stakeholders, including host-country governments at different levels
  • Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures
  • Experience leading multi-cultural, diverse high-performing teams, with demonstrated ability to navigate change with flexibility and emotional resilience, and an understanding of how to foster a culture of continuous improvement and learning
  • Strong communication skills and working proficiency in written and verbal English

Preferred:

  • Experience with USAID/Georgia or other USAID Missions in the Caucasus Region
  • Written and oral proficiency in Georgian
