Position Description
EnCompass LLC seeks Senior Monitoring and Evaluation (M&E) Advisor candidates for an anticipated five-year United States Agency for International Development (USAID) Global Health Security Activity (GHSA) to be based in Islamabad, Pakistan.
The purpose of the USAID/Pakistan Global Health Security Activity is to strengthen Pakistan’s capacity to prevent, detect, and respond to new and emerging infectious diseases while ensuring good governance via a high functioning and equitable One Health disease detection and response system.
In the position of the Senior M&E Advisor, we are looking for a candidate who can facilitate learning and build relationships, with high political acumen and strong management skills. The Senior M&E Advisor will oversee the monitoring and evaluation system for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID systems. They will ensure high-quality data collection, entry, analysis, and interpretation, contributing to operationalizing the results framework for the Activity.
The position will be full-time and be based in Islamabad with travel throughout the country, subject to project award, funding, and USAID approval. National candidates are encouraged to apply.
Position Duties and Responsibilities
Essential functions:
- Develop the overall framework for the Activity’s monitoring systems identifying key performance indicators including both USAID standard GHS indicators and custom indicators to measure progress toward Activity goals.
- Develop and oversee the implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) to systematically document the results of Activity technical interventions, including developing data collection tools and establishing and maintaining data collection systems.
- Ensure alignment of MEL activities with Activity goals and assist in drafting sections of annual work plans to identify Activity targets and ensure inclusion of MEL activities.
- Oversee the design and implementation of robust data management systems, ensuring data capture, processing, and quality checks comply with donor regulations.
- Provide cutting-edge expertise in the development and execution of results frameworks and monitoring tools that can measure activity results.
- Employ an adaptive management approach that allows for iterative learning and continuous adjustments to Activity implementation based on new information, changing circumstances, and monitoring data.
- Produce MEL reports, annual performance plans and MEL plans for the Activity team and USAID.
- Ensure utilization of USAID’s MEL, and Collaborating, Learning, and Adapting (CLA) best practices.
- Supervise timely and accurate quantitative and qualitative data reporting by partners in cooperation with Activity staff.
- Develop protocols for data security to safeguard sensitive information and ensure all MEL activities adhere to ethical standards in data collection and research, especially in relation to health data privacy and confidentiality

Qualifications
Academic Qualifications
- Master’s degree and 8 years’ experience; or PhD and 6 years’ experience in economics, health informatics, biostatistics, public health, or a related field required
Experience and Skills
Required:
- Minimum of 8 years of experience in monitoring, evaluation and related to health development projects is required.
- Demonstrated expertise in public health monitoring and evaluation methodologies, particularly in health security.
- Demonstrated experience in supporting effective integration of surveillance systems including geospatial data for improved planning, leading and building the capacity of M&E officers to meet project needs and deliverables is strongly desired.
- Demonstrable knowledge of data collection protocols to ensure accurate data collection and verification, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation is required.
- Quantitative and / or qualitative research experience will be an asset.
- Demonstrated expertise in facilitating learning and promoting knowledge sharing across diverse stakeholders.
- Strong experience and knowledge of USAID MEL guidelines, systems, and reporting requirements is required.
- Familiarity with the Global Health Security Agenda (GHSA) and International Health Regulations (IHR)
- Superior verbal and written communication skills to manage project communications and disseminate project information is required.
- Excellent demonstrated intercultural, interpersonal, and negotiation skills, required.
- Prior experience working in Pakistan is required.
Preferred:
- Previous senior technical experience in U.S. government-funded activities in Pakistan or similar context will be an asset.
- Fluency in written and spoken English is required, additional fluency in Urdu is preferred.
- Ability to travel within Pakistan as required and as security conditions allow
- Pakistani nationals preferred
