1. LLC met en œuvre, en partenariat avec Management Systems International (MSI), le projet de Suivi, Evaluation et Apprentissage (appelé Plateforme MEL), financé par l'USAID. L'objectif de ce projet est de soutenir l'USAID/Sénégal dans sa gestion des performances et de contribuer à l'instauration d'une culture durable de Suivi, évaluation et Apprentissage au Sénégal, grâce à un engagement holistique et au renforcement des capacités des acteurs et des institutions locales. Le travail de la plateforme facilitera la prise de décision fondée sur des données probantes afin de soutenir la gestion adaptative de la mission, engagera les partenaires de l'USAID dans leurs efforts d'amélioration continue. En outre, elle fournira un soutien en matière de renforcement des capacités aux partenaires locaux et aux fournisseurs de services en Suivi, Evaluation et Apprentissage (SEA).

La plateforme MEL met en place un programme de stages ciblant les étudiants en fin de formation, les nouveaux diplômés et les jeunes professionnels qui aspirent à acquérir une expérience pratique dans le domaine du SEA.

Dans cette optique, EnCompass LLC cherche un stagiaire ayant un profil de statisticien pour une durée de 3 mois (septembre à novembre), renouvelable une fois, après une évaluation concluante des performances du stagiaire. Le stagiaire aura pour mission d’appuyer la plateforme MEL dans l’accomplissement des tâches liées aux activités de Suivi, Evaluation, Apprentissage et renforcement des capacités qui seront mises en œuvre durant la période stage définie.

Le poste est basé à Dakar (Sénégal) et pourrait inclure des déplacements dans les autres régions du pays.

Fonctions et responsabilités du poste

• Participer à la revue des documents fournis par l’USAID, les partenaires d’exécution et autres entités pertinentes ;

• Appuyer l’apurement et la préparation des bases de données fournies par les partenaires d’exécution des projets de l’USAID, et d’autres entités pertinentes ;

• Participer à l’élaboration des plans d’échantillonnage et d’analyse des données quantitatives ;

• Participer à l’élaboration et la revue des outils de collecte de données quantitatives (questionnaires d’enquête)?;

• Participer à la programmation des questionnaires sur l’application Kobotoolbox ou toute autre application de collecte de données ;

• Participer activement à la préparation et à la formation des assistants de recherche (enquêteurs) en prélude de la collecte de données sur le terrain?;

• Participer à la préparation de la collecte de données (élaboration du calendrier, prise de rdv. Etc.)

• Participer à la collecte, au traitement et à l’analyse des données?;

• Apporter un soutien à l’équipe en matière de contrôle qualité et de sécurité des données ;

• Participer aux réunions de débriefing de l’équipe de collecte de données?;

• Contribuer à la préparation de la présentation des résultats des évaluations et/ou études et à la rédaction du rapport?;

• Participer aux activités d’apprentissage (élaboration des programmes d’apprentissage) et de renforcement de capacités?;

• Toutes autres tâches assignées, contribuant à la réussite des activités de la plateforme.

Exigences du poste

Qualifications

Qualifications académiques

• Être titulaire d’un diplôme supérieur (au moins d’une licence) en statistiques, démographie, sciences économiques ou toute autre discipline avec comme dominante les statistiques ou mathématiques.

Expérience et compétence

• Avoir les aptitudes techniques et compétences dans le développement de plans d’échantillonnages pour des enquêtes quantitatives?;

• Avoir les aptitudes techniques et compétences pour la conception de questionnaires et autres instruments de collecte de données quantitatives?;

• Avoir les aptitudes et les compétences dans la programmation des tablettes et une familiarité avec les applications de collecte de données (Kobotoolbox, Survey CTO, etc.)?;

• Avoir les aptitudes techniques à administrer des questionnaires et à conduire des enquêtes quantitatives

• Avoir un intérêt manifeste et des notions de base en suivi et évaluation?;

• Avoir des compétences en matière de traitement et d'analyse de données quantitatives, de rédaction et de synthèse?;

• Avoir une bonne maîtrise de l’outil informatique (MS Access - Word – Excel), et une bonne maitrise des logiciels de statistiques (SPSS, Stata)?et de cartographie (QGIS, ArcGIS, etc.) ;

• Être disposé à voyager dans les régions du Sénégal?;

• La capacité à lire et écrire en anglais n’est pas obligatoire, mais serait un atout.

Position Title: Intern, Senegal Monitoring, Evaluation, and Learning (MEL)

Position Description

1. LLC implements, in partnership with Management Systems International (MSI), the USAID-funded contract, Monitoring, Evaluation, and Learning project in Senegal (MEL Platform). The purpose of the project is to support USAID/Senegal in its performance management and contribute to building a sustainable MEL culture in Senegal through holistic engagement and strengthening of local practitioners and institutions. The Platform’s work will provide evidence-based decision-making to support adaptive management in the Mission, engage USAID partners in their efforts to continuously improve. In addition, it will provide capacity-strengthening to local partners and Monitoring, Evaluation and Learning (MEL) service providers.

The MEL platform is implementing an internship program targeting graduate students and young professionals who wish to gain practical experience in the MEL field.

In this perspective, EnCompass LLC is seeking an intern with statistician profile for three (3) months (September to November), renewable once, after a conclusive evaluation of the intern's performance. The intern will support the MEL platform in tasks related to Monitoring, Evaluation, Learning and Capacity Building activities that will be implemented during the specified internship period.

The position is based in Dakar (Senegal) and may include travel to the other regions of the country.

Position Duties and Responsibilities

• Participate in the review of documents provided by USAID, the implementing partners (IPs) and other relevant entities;

• Support the clearance and preparation of databases provides by IPs and other relevant entities;

• Participate in the development of sampling and analysis plans for quantitative data;

• Participate in the development and review of quantitative data collection tools (questionnaires);

• Participate in the programming of questionnaires on kobotoolbox application or any other data collection application;

• Actively participate in the preparation and training of enumerators prior to data collection in the field;

• Participate in the preparation of data collection (drawing up the schedule, making appointments, etc.)

• Participate in data collection, processing and analysis;

• Support the team in quality control and data security;

• Participate in data collection team debriefing meetings;

• Contribute to the preparation of evaluation and/or study results presentation and report writing;

• Participate in learning activities (development of learning programs) and capacity building;

• Any other tasks assigned, contributing to the success of the platform's activities.

Academic Qualifications

• Have a degree (at least a Bachelor) in statistics, demography, economics, or any other discipline with a main focus on statistics or mathematics.

Experience and Skills

• Technical skills and competencies in the development of sampling plans for quantitative surveys;

• Technical skills and competencies in designing questionnaires and other quantitative data collection instruments;

• Technical kills and competencies in tablet programming and familiarity with data collection applications (Kobotoolbox, Survey CTO, etc.);

• Technical ability to administer questionnaires and conduct quantitative surveys;

• Demonstrated interest in and basic knowledge of monitoring and evaluation;

• Skills in processing and analyzing quantitative data, writing and summarizing;

• Good knowledge of computer tools (MS Access - Word - Excel), and of statistical software (SPSS, Stata) and cartography (QGIS, ArcGIS, etc.);

• Ability to travel throughout Senegal;

• Ability to read and write in English is not mandatory but would be an asset.
