Encompass LLC seeks experienced Learning Specialist candidates resident in Nepal for a five-year United States Agency for International Development (USAID) Localization Support project based in Kathmandu, Nepal to work as an integral part of an appreciative, collaborative team to design, develop, deliver, and evaluate learning experiences that foster continuous improvement and innovation in professional and organizational development. The project provides support for: capacity strengthening for local actors to apply, receive and manage USAID awards; strengthen the Mission’s government to government (G2G) programming; and support USAID to improve localization programming.
The Learning Specialist will incorporate a variety of methods and innovative approaches to design learning experiences that engage participants and promote effective learning environments. The Learning Specialist will leverage all elements of blended learning in creating dynamic designs and curricula, which could include, but are not limited to, in-person courses/workshops/retreats; virtual instructor-led courses/workshops; job aids; action learning projects; mentoring programs; and other learning elements – all with an emphasis on behavior change, essential skills development, and fostering professional development for diverse audiences in Nepal.
The position will be full-time and be based in Kathmandu with possible travel within Nepal. Citizens of Nepal are strongly encouraged to apply.
Position Duties and Responsibilities
Essential functions:
Technical:
- Brings expertise, innovative approaches, and leading-edge thinking, methodologies and approaches to training, capacity strengthening, professional development, organizational development, leadership, coaching, supervisory, and/or management development training, learning and leadership development programming.
- Facilitates in-person training sessions and workshops/retreats.
- Designs dynamic, experiential learning session designs and curricula for in-person, and blended learning using creative, innovative, and evidence-based approaches.
- Collaborates with the MEL Specialist to design and implement learning evaluation tools.
- Works with subject-matter experts to develop innovative learning programs and activities.
- Under the guidance of the Organizational Development Advisor works with clients and subject-matter experts to conduct learning needs assessments, develop learning programs and session designs.
- Contributes to reports, summary briefs and other material to support programming.
- Develops and maintains positive and productive relationships with all project stakeholders.
- Contributes to the development of learning strategies.

Position Requirements
Qualifications
Academic Qualifications
- Minimum of a Master’s degree or higher and 4 years’ experience OR Bachelor’s degree and 6 years’ experience; OR Associate’s degree and 8 years’ experience; OR High School diploma and 10 years of professional experience.
- Degree in Education, Curriculum Design, Organizational Development, Communications, Instructional Design, International Development, or a related field if held.
Experience and Skills
- Minimum of 5 years’ experience in designing, facilitating, and evaluating interactive learning experiences and curricula using blended learning. Experience with innovative technologies for learning a plus.
- Knowledge of learning principles including adult learning, participatory methods, experiential learning, instructional design, universal design learning, team-based learning, scaffolding, and related topics.
- Proven ability to manage multiple projects simultaneously and deliver quality, client-focused results on time and within budget.
- Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results.
- Experience managing consultants and/or staff a plus.
- Strong planning, organization, and strategic thinking skills.
- Exceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation style.
- Ability to work in an appreciative, strengths-based environment and model using an appreciative approach.
- Commitment to diversity, equity, inclusion, and accessibility (DEIA) and gender equality and social inclusive (GESI) both in programmatic work and with internal Localization Support/EnCompass team.
- Experience working with USAID, the UN System, or international NGOs preferred.
- Ability to work in English required.
- Ability to work in multiple languages of Nepal preferred.
- Strong interpersonal skills and an ability to build effective working relations with clients and colleagues;?ability to work effectively diverse audiences in Nepal.
- Flexibility and ability to travel within Nepal.
