Position Description

EnCompass LLC seeks a Senior Learning Advisor (SLA) for an anticipated five-year United States Agency for International Development (USAID), Bureau for Humanitarian Assistance (BHA) Nigeria Third Party Monitoring Project (NTPMP). The SLA will work closely with the DCOP to foster collaborative relationships with BHA and its IPs and serve as the primary convener for dialogue and learning, including both programmatic and organizational learning. The SLA must provide technical guidance to the Contractor’s team members, review all deliverables for quality control, identify areas for learning, facilitate IP workshops and learning events, develop lessons learned reports, and must serve as the primary focal point for developing training for enumerators. The contractor must hire the SLA from Nigeria.

The purpose of the Nigeria Third Party Monitoring Project (NTPMP) is to provide third-party monitoring services to ensure adequate management oversight of BHA's implementing partners. These will be implemented in high-security threat environments of Northeastern Nigeria. The overall goal of this contract is to increase USAID/BHA’s access to independent, verifiable data related to the 1) quantity and quality of activities delivered and 2) performance of BHA-funded programs in Nigeria.

It is anticipated that this position will be based in Abuja with travel to North-Eastern Nigeria.

Position Duties and Responsibilities

Essential functions:

  • Support design and delivery of training on MEL to Mission staff and partners, as appropriate, around adaptive management and Collaborating, Learning and Adopting (CLA) concepts and practice.
  • Design of projects, such as: systems and stakeholder mapping; drafting of learning questions/learning agenda; contributing to utilization-focused MEL plan development; establishing process for ongoing learning and continuous improvement.
  • Facilitation of strategic planning, learning events, team retreats, workshops, or other kinds of convenings. Lead design/development and implementation of monitoring/data collection tools
  • Work closely with Mission staff to design and implement the Mission’s PMP.
  • Design and implement standardized and specialized training for Mission staff and implementing partners.
  • Perform regular field visits to implementing partners for on-site mentorship and coaching.
  • Supervise other NTPMP staff working on monitoring and supporting the Mission’s shift to a new performance indicator database.
  • Lead efforts to support institutionalization of learning, foster collaboration, and facilitate adaptive management for the Mission.
  • Ensure the Mission is supported to continually enhance its strategies and programs based on evidence, feedback, and a culture of learning
  • Management consulting support including but not limited to strategic planning, change management, and process improvement.

Other duties as assigned Position Requirements

  • The position will be required to reside and work in Abuja, Nigeria.

Qualifications

  • The Senior Learning Advisor SLA must hold a master’s degree.

Experience and Skills

? At least five years of experience implementing field-based MEAL projects.

? Demonstrate experience conducting analysis to design and disseminate learning activities, quality control of learning products, facilitation of learning events, fostering stakeholder collaboration, designing knowledge management practices, leading adaptive management and evidence-based decision making, and training.

? Demonstrate supervisory experience.

? Familiarity with collaborating, learning and adaptive management frameworks similar to USAID.

? Familiarity with the operations of humanitarian assistance programs and knowledge of IP activities in Nigeria. How to Apply
