Position Description

EnCompass seeks Director of Finance and Operations candidates for a five-year contract with the United States Agency for International Development (USAID) Zambia. The Monitoring, Evaluation, and Learning (MEL) Platform will provide USAID/Zambia with strategic and technical support to improve performance management and advance Mission learning. The Platform will provide technical, administrative, and programmatic support services to USAID/Zambia in the development, implementation, and evaluation of strategies and programs related to the Mission’s priorities.

Reporting to the Chief of Party, the Director of Finance and Operations will serve as the overall lead for all financial and administrative (F&A) aspects of the MEL activity. Managing a team, they will serve as the lead for accounting, finance, invoicing, procurement and other F&A functions as required by the contract. They will work directly with the Chief of Party to ensure full compliance in accordance with USAID rules and regulations, functioning of financial processes as well as maintaining internal controls for all activities.

The position will be full-time and be based in Lusaka, Zambia.

Position Duties and Responsibilities

Essential functions:

  • Oversee Z-MELP’s finance and operations based in Lusaka including but not limited to human resources, logistics, procurement, subcontracts, and accounting/finance.
  • Establish procedures for stewardship of financial operations, including accounting/banking, payroll, subcontracting, procurement, etc.
  • Analyze and interpret financial data to monitor financial performance of the project
  • Work closely with the Chief of Party (COP), Learning Hub & Logistics Manager, and the EnCompass Home Office Finance and Contracts teams to manage the project’s financial, operational, and contract systems and processes, ensuring compliance with USAID requirements (i.e., FAR, ADS, FAM), Zambian law, and EnCompass company policies, enabling transparency, accountability, and accuracy
  • May develop, execute, and manage consultant, and vendor agreements, authorize and approve payments to consultants, and vendors
  • Oversee local payroll and reporting
  • Develop, analyze, and monitor program budgets; monitor and track obligations and expenditures against budgets
  • Execute all budget and financial tracking and reporting requirements and respond to related inquiries by USAID and the EnCompass Home Office in a timely fashion.
  • Prepare quarterly accrual reports, expenditure reporting, and burn rate projections
  • Supervise Senior Accountant, Human Resources Manager, Procurement and Administrative Specialist, and Drivers/Logistics.
  • Support any other duty assigned by the COP

Position Requirements

Qualifications

Academic Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration or related discipline and 10 years of experience or Master's degree in Accounting, Finance, Business Administration or related discipline and 8 years of experience managing, in roles of increasing responsibility, accounting, finance, procurement and/or human resources of international development activities of similar size contracts.

Experience and Skills

  • Minimum of eight (8) years of experience working on international development activities and managing, in roles of increasing responsibility: finance, procurement, accounting, logistics and/or human resource related matters of similar contract size
  • Knowledge of US Government financial reporting and compliance processes and requirements, particularly relative to USAID highly desired
  • Knowledge of applicable Zambian laws and policies on financial and procurement procedures and human resource management
  • Strong capabilities in Microsoft Excel highly preferred
  • Strong knowledge of accounting systems e.g., QuickBooks
  • Previous experience working in USAID-funded contracts strongly preferred
  • Experience managing complex relationships with a variety of stakeholders
  • Prior experience in Zambia and/or the region required
  • Strong communication, supervision, and management skills required
  • High-level working proficiency in both written and spoken English is required
  • Experience supporting donor funded procurements and subcontracts preferred
