Position Description

EnCompass LLC?is seeking a?Task Order Manager, Resourcing Facilitation, Learning, Coaching, and Training (RFLCT) to provide leadership, expertise, technical assistance, and innovative learning approaches for the United States Agency for International Development (USAID) Office of Transition Initiatives (OTI).

The Task Order (TO) Manager provides overall technical, administrative, and financial management direction to OTI RFLCT, which provides high-quality learning and organizational support to USAID OTI and implementing partners worldwide. This includes training, facilitation, coaching, organizational development, and knowledge management interventions for Teams and Offices within the OTI, at Mission, and implementing partners.

This position will lead and provide overall technical, administrative, and financial management direction to designated projects, including serving as Key Personnel where required and approved. The ideal candidate will have experience successfully leading teams supporting USAID or U.S. government contracts and technical expertise in organizational development and/or change management.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Candidates residing in the DC metro area will be given first consideration. Remote applicants might be considered, but only if the candidate resides in a state where EnCompass is currently registered.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Provides vision, strategic direction, and leadership for designated project tasks
  • Provides technical, operational, and management oversight of project tasks to meet exceptional standards for quality and timeliness
  • Provides oversight of all operations, including, but not limited to, communications, administration, logistics, procurement, staffing/recruitment, budgeting, finances, reporting, and property, as applicable
  • Establishes and maintains highly collaborative working relationships with clients, stakeholders, partners, staff, and consultants
  • Brings innovative, leading-edge thinking, methodologies, and approaches to programs and activities; leads and mentors staff in developing, delivering, and evaluating events
  • Leads or provides leadership for strategic planning, change management, organizational development, development management, systems analysis and related disciplines, and rapid response programming in complex environments, including non-permissive operating environments.
  • Leads or provides leadership for co-created needs assessment processes to determine the most effective activities and designs that align with goals, strategies, and competencies
  • Oversees participative and collaborative design and facilitation of face-to-face, virtual, and/or hybrid sessions and events
  • Facilitates workshops and retreats in an engaging, participative, and collaborative manner face-to-face, virtually, and/or hybrid. Leads processes for monitoring and evaluating activities
  • Leads designing and conducting primarily qualitative data collection and analysis
  • Effectively communicates progress on project deliverables to clients, team members, and other stakeholders in a clear and concise manner
  • Adheres to EnCompass gender and inclusive development best practices and serves as a model for staff regarding gender, inclusive development, and social inclusion

Management?

  • Manages activities and tasks from design to implementation and evaluation, including scope, budget, timeline, and quality assurance
  • Anticipates challenges and risks and recommends solutions
  • Leads effectively in a rapidly changing, dynamic, and highly transitional environment
  • Leads client engagement and supports colleagues in providing exceptional client service?
  • Supervises and mentors emerging and established staff as well as consultants in designing and delivering activities

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a High School diploma and 18 years of professional experience, or an Associate’s degree and 16 years, or a Bachelor’s degree and 14 years, or Master’s degree or higher and 12 years
  • Degree in Curriculum and Instruction, Organizational Development, Change Management, Leadership Development, or related field if held

Experience and Skills

  • Minimum of 12 years’ experience in the field of adult learning and leadership development, including professional development, training, organizational development, and/or coaching programs
  • Experience working in or supporting programs in fragile or transitional environments, including experience with a Contractor managing a program from the home office and in managing multiple projects/activities competing for shared resources
  • At least five (5) years of experience working on U.S. Government contracts of similar scope and complexity required, with USAID experience preferred
  • Demonstrated experience providing technical leadership and managing staff, consultants, and teams
  • Experience directly engaging clients and other key stakeholders and a commitment to providing the highest level of service to exceed client expectations
  • Ability to confidently engage with staff at all levels to define needs and expectations and collaborate on projects
  • Ability to work in a collaborative work environment that utilizes Appreciative Inquiry and to model strengths-based approaches for the team
  • Ability to work in a fast-paced environment with demonstrated ability to manage multiple concurrent, competing tasks and demands and to seek supervisory assistance as appropriate
  • Exceptional communication, presentation, and facilitation skills, including experience communicating with a variety of audiences with a high degree of cultural sensitivity
  • Strong planning, organization, strategic thinking, project management, and problem-solving skills with a demonstrated ability to manage multiple assignments simultaneously and deliver quality, client-focused results on time and within budget
  • An appetite for learning, curiosity, and a willingness to experiment with new ways of working
  • Demonstrated commitment to and experience in applying Diversity, Equity, and Inclusion (DEI) and gender integration and inclusive development best practices and ability to incorporate those practices into technical designs and project administration
  • Ability to travel, including internationally, may be required for some assignments

Preferred experience and skills

  • Qualification in or experience with assessment tools such as 360-degree assessments, StrengthsFinder 2.0, Thomas-Kilmann Conflict Mode Instrument (TKI), Leadership Circle, DiSC, and/or Insights Discovery
  • Fluency in Spanish, French, and/or other languages
  • Experience working or living in more than one country
