Encompass LLC is seeking a consultant to serve as a Midwifery or Nurse Specialist for an assessment of 23 EmONC Centers in three regions (Matam, St. Louis, Louga). The assessment will serve as diagnostic of their functionality as well as an analysis of their conformity to norms established by the Ministry of Health and Social Action (MSAS). We are seeking a consultant with deep knowledge of the Senegalese health systems and deep understanding of protocols and norms established by MSAS and the World Health Organization for EmONC centers.

Nous recherchons un consultant ayant une connaissance approfondie du système de santé sénégalaise et ayant une bonne maitrise des protocoles et normes établies par le MSAS et l’OMS pour les centres et blocs chirurgicaux

The position is based in Dakar, Senegal and may include travel within Senegal.

1. LLC implements the USAID-funded contract, Monitoring, Evaluation, and Learning in Senegal Platform (the Platform) in partnership with MSI. The purpose of the Platform is to support USAID/Senegal in its performance management and contribute to building a sustainable MEL culture in Senegal through holistic engagement and strengthening of local practitioners and institutions. The Platform will provide evidence-based decision-making to support adaptive management in the Mission, engage USAID partners in their efforts to continuously improve, and provide capacity-strengthening to local partners and MEL service providers.

1. LLC met en œuvre le projet la Plateforme Monitoring, Evaluation, and Learning au Sénégal (la Plateforme), financé par l'USAID en partenariat avec MSI. L'objectif de la Plateforme est de soutenir l'USAID/Sénégal dans sa gestion des performances et de contribuer à l'instauration d'une culture MEL durable au Sénégal, grâce à un engagement holistique et au renforcement des acteurs et des institutions locales. La Plateforme facilitera la prise de décisions fondées sur des données probantes pour soutenir la gestion adaptative de la mission, engagera les partenaires de l'USAID dans leurs efforts d'amélioration continue, et fournira un renforcement des capacités aux partenaires locaux et aux fournisseurs de services MEL.

The platform has been tasked by USAID to conduct a situational assessment of 23 EmONC centers in the Matam, St. Louis and Louga regions, to understand the situation regarding equipment, staffing, and the status of operations at the centers. It will be supplemented by an analysis of the ecosystem of medical equipment service providers to determine local organizations with the expertise and logistical, technical, and financial capacities to be mobilized in possible acquisition procedures.

La plateforme est chargée par l’USAID de mener une étude situationnelle de 23 centres SONU, complétée d’une analyse de la fonctionnalité et du respect des normes et standards établies par le Ministère. Cette analyse situationnelle permettra d’établir la situation des centres en termes d’équipement, de personnel ainsi que le statut de fonctionnalité de ces centres. Elle sera complétée par une analyse de l’écosystème des prestataires de services en équipements médicaux pour déterminer les organisations locales ayant l’expertise et les capacités logistiques, techniques et financières pour être mobilisables dans des procédures d’acquisitions éventuelles.

• Submit a weekly progress report during data collection phase

• Support the development of the enumerator training materials and participate in their training

• Support the development of the findings and conclusions table

• Co-facilitate the workshop for the co-creation of recommendations with relevant stakeholders
• Contribute to evaluation report, integrating comments from the Platform team and USAID
• Contribute PowerPoint presentation of findings to USAID

• Midwife or Nurse diploma with 8 years of experience in the sector and demonstrated experience with research.

• Solid knowledge of the Senegalese health systems, particularly in maternal and child health.
• Demonstrated experience with participatory and iterative methods, including leading focus group
• Strong analytical, writing and synthesis skills are required
• Previous experience conducting assessments, evaluations, and/or research; experience with USAID a plus
• Familiarity with qualitative and/or quantitative software is an asset
• Ability to read and write English is an asset
• Good knowledge of Senegalese socio-cultural environment.

• Bonne connaissance des systèmes de santé sénégalais, en particulier dans le domaine de la santé maternelle et infantile.
• Expérience avérée des méthodes participatives et itératives, y compris la conduite de groupes de discussion.
• Solides compétences en matière d'analyse, de rédaction et de synthèse sont requises
• Expérience antérieure dans la conduite d'évaluations et/ou de recherches ; une expérience avec l'USAID est un plus
• La familiarité avec des logiciels qualitatifs et/ou quantitatifs est un atout.
• La capacité à lire et écrire en anglais est un atout
• Connaissance du milieu socio-culturel du Sénégal.
