Technical Manager

POSITION SUMMARY - This position is based in Toamasina

The overall objective of the management of the Ankerana Massif within the framework of the biodiversity offset program is to ensure the success of conservation actions with local communities and to demonstrate the principle of "no net loss and net gain" in biodiversity according to the hierarchy principles for mitigation of the Ambatovy company.

This involves providing favorable conditions such as strengthening support to local communities through awareness raising, environmental education, forest monitoring and the promotion of income-generating activities as alternatives to pressure.

The Technical Manager (Ankerana Offset) will be responsible for providing project leadership and technical guidance on the "sustainable landscape approach", forest and biodiversity protection, financial autonomy of local communities and the development of cross-sectoral partnerships. He/she will oversee the administration and operations of the project while ensuring compliance with the terms of the agreement with the donor; lead the annual work planning process, financial and technical reporting, and consistent monitoring and evaluation against the project's logical framework and indicators. S/he will assume primary responsibility for quality control to ensure that results are achieved at a high level and work with finance and project staff to develop and monitor project budget.

RESPONSIBILITIES

Providing support and supervision of operational management at the community level on the protection of the Ankerana Offset site, which is integrated into the CAZ protected area management, while following the standards and procedures defined by the AEMS (Ambatovy Environement Monitoring System). This strategic support focuses on the adoption of the "sustainable landscape approach", forest protection and biodiversity, the financial autonomy of local communities and the development of intersectoral partnerships,

Supervision: Coordinate and supervise staff to ensure implementation of activities by CI field staff, subcontractor staff and contractors according to the defined annual work plan - Finalize and validate ToRs, SOPs and data sheets for each CI activity, subcontractor and contractor activities

Reporting and communication: Ensure the quality and timely submission of project reports to the donor and any communication materials produced

Financial Monitoring: Monitor and report on the overall financial performance of the project, track burn rates and support adaptive management

S/he reports directly to the Country Director and supervises the Ankerana offset project team in Toamasina and works closely with the Grants and finance manager.

Other duties as assigned by the supervisor

• Ability for teamwork; and supporting the staff in the implementation of other activities outside of its main responsibilities if needed

QUALIFICATIONS

Required

• Previous experience serving as project lead;

• Minimum 5 years’ experience successfully managing projects in natural resource management, including species conservation, climate change, forestry, land/sea-use planning, livelihoods, and/or related topics;

• Experience in project management with skills in programmatic planning, management, reporting, and financial monitoring;

• Experience in collaborative results-driven approach;

• Demonstrated ability to establish strong working relationships with representatives of local government, the private sector and civil society;

• Capability to develop and implement effective strategies and tactics for accomplishing assigned duties;

• Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs;

• Full professional fluency in French and Malagasy;

• Ability to integrate teams of professionals around common goals.

• Knowledge of media monitoring tools and proficiency in tracking and analyzing media coverage.

• Familiarity with social media platforms and how they interact with traditional media relations.

Preferred

• Good level of English is an asset

• Experience on landscape management

• Degree in natural resource management or related field; Master’s degree Preferred
