POSITION SUMMARY - This position is based in Betioky, Toliara

This is a two-year position, with the possibility of an extension, focused on developing and advancing the Rangeland works in Madagascar and those of CI’s broader AfFD division Rangeland’s Strategy. The position will report to the Project Manager of IKI Growing Greener at CI Madagascar.

This position is responsible for carrying out activities in the areas of intervention of the IKI-Growing Greener Project. The communities to be targeted will be chosen during the first year of implementation, and it is anticipated that the project will work in three to five different municipalities in the South-West region of Madagascar. The project will involve around 1,000 beneficiaries through community groups; of these, a third will be adults who own livestock.

The Field Agent will work with selected villages to initiate H4H activities and other approaches to land and resource management. They oversees achieving the qualitative and quantitative objectives assigned to their sites, implementing all field activities and coordinating with all stakeholders at commune level. They will work closely with the project manager, providing periodic information on the progress of activities, constraints and best practices.

RESPONSIBILITIES

  • Execute the social-organization activities under supervision of the Project Manager by mobilizing, motivating and supporting communities to implement project activities

  • Ensure the execution of the work plan in their area of intervention

  • Implement H4H activities and other approaches to land and resource management in the identified villages

  • Assist and support village communities to implement their adaptive plans for the management of land and resources in communal rangelands and monitor its the realization.

  • Monitor all livestock and rangeland management activities in their respective communities

  • Carry out all activities related to monitoring and evaluation of project implementation at commune level: planning, reporting

  • Conduct communication between CI and local Communities and local authorities

  • Collaborating with various project partners

  • Support logistics of activities as needed.

Supervisory Responsibilities/Authority Allocated

  • This position will involve working collaboratively with consultants and supervising the local organizations, agropastoralists, in terms of management and local communities’ involvement.

  • The person will be encouraged to openly communicate with any/all relevant CI staff. They should communicate with existing or prospective relevant partners, liaise with local authorities and leaders, and coordinate with other community development organizations.

WORKING CONDITIONS

  • The IKI field agent is based in the field at the commune level and must move from one village to another by motorcycle every week (3 - 5 villages per week).

  • Adaptability and ability to work in remote areas, and good physical and health conditions.

  • Travel to the Tuléar office for monthly reporting.

  • This role will be a fixed-term assignment.

QUALIFICATIONS

Required

  • Up to 2 years of experience in social organization of community structures in rural development and natural resource management

  • Be familiar with social context in the South-West of Madagascar and, in particular, the rural communes surrounding the Zombitse Vohibasia National Park and its extension.

  • Up to 2 years previous professional experience and existing networks in agriculture, international development projects, NGOs, community development, government, or local authorities.

  • Motorcycle driving license (category A)

  • Excellent writing and communication skills in French, and fluency in French

  • Good knowledge of English, the language commonly used in the project

  • Good working knowledge of ICT technologies and computer applications (e.g., MS Office, in particular Word, Excel, and PowerPoint).

  • Malagasy national with a good knowledge of the Atsimo-Andefana Region and its livestock context.

Preferred

  • Bachelor's degree in Agronomy/Livestock, Veterinary, Plant Biology, Natural Resource Management and Planning, Political Science or similar disciplines.

  • Demonstrates integrity, strong organizational skills, and effective communication abilities.

  • Good relations with the public and partners.

  • Team player

  • High ability to adapt to rural conditions.

  • Master of the local customs and other social contexts.
